Proposal to increase salary coefficient for many professional titles with doctors

According to the proposal of the Ministry of Health, the starting level for the title of medical doctor grade IV (lowest grade) is expected to apply the salary coefficient of civil servants type A0, i.e. civil servant ranks requiring college level training.

The Ministry of Health is seeking comments on a draft Circular regulating professional title standards for doctors, preventive medicine doctors, and paramedics.

Currently, the medical profession title is applied to the salary coefficient of type B civil servants, the salary coefficient is 1.86-4.06 (equivalent to a salary from 4.3 to 9.5 million VND).

To match the professional titles of grade IV medical civil servants, the Ministry of Health stipulates that the training level of the grade IV medical doctor title is medical college, salary classification for civil servants is A0, salary coefficient is 2.10-4.89 (equivalent to 4.9 to 11.4 million VND).

In particular, the Ministry of Health emphasized that medical officers who have been recruited and appointed as grade IV medical officers with intermediate training qualifications and salary classification of civil servants of type B, before the effective date of this circular, must standardize their college training level no later than January 1, 2030. In case officers have a college degree in medical officers, their salary classification is A0 civil servants.

In addition, the Ministry of Health proposes that grade IV civil servants be considered for promotion to the next higher professional title, if they are working in a job position suitable for the considered professional title and fully meet the standards and conditions of the professional title being considered for promotion. This only applies to professional titles that do not have an adjacent lower rank.

The application of the new regulation will help remove difficulties for localities in considering promotion and appointment of grade III medical officials, while creating conditions for qualified doctors and grade IV officials to be considered for promotion and appointment to grade III professional titles according to job positions.

In addition, the Ministry of Health proposed that the professional title of senior doctor (grade I), the professional title of senior preventive medicine doctor (grade I) be applied with the salary coefficient of civil servants of type A3 (group A3.1), salary coefficient from 6.20 to salary coefficient 8.00.

The professional title of chief physician (grade II), the professional title of chief preventive medicine physician (grade II) is applied to the salary coefficient of civil servants of type A2 (group A2.1), salary coefficient from 4.40 to salary coefficient 6.78.

The professional title of doctor (grade III), the professional title of preventive medicine doctor (grade III) is applied with the salary coefficient of civil servants type A1, salary coefficient from 2.34 to salary coefficient 4.98;

The professional title of grade IV physician is applied to the salary coefficient of type A0 civil servants, salary coefficient from 2.10 to salary coefficient 4.89.
