Proposal to build Dinh Ba - Cao Lanh expressway worth nearly 22,000 billion VND

The Ministry of Construction has just reported to the Prime Minister the investment plan for the construction project of the Dinh Ba - Cao Lanh border gate section of the Hong Ngu - Tra Vinh expressway.

According to the preliminary plan, the expressway section from Dinh Ba - Cao Lanh border gate is about 68km long, starting from Dinh Ba international border gate area ( Dong Thap ) and ending at Cao Lanh intersection, connecting with Cao Lanh - An Huu expressway.

The Dinh Ba - Cao Lanh expressway will have 4 lanes, 2 emergency lanes, a design speed of 100km/h, reaching the scale of a class 100 expressway. The total preliminary investment is about 21,856 billion VND.

Of which, construction investment is about 14,347 billion VND; compensation, support and resettlement costs are about 4,658 billion VND; contingency costs are about 2,850 billion VND.

The Ministry of Construction said that after detailed research, it will analyze and select appropriate investment forms, prioritizing the public-private partnership method.

This orientation is consistent with the direction of Prime Minister Pham Minh Chinh during the working session with the locality, requesting Dong Thap province to proactively coordinate with the Ministry of Construction and relevant agencies to mobilize legal resources from both the central and local levels.

Regarding capital sources and balancing capacity, the Ministry of Finance will appraise the State budget capital portion during the appraisal process of the project's pre-feasibility study report, ensuring compliance with the principles, criteria and norms for allocating public investment capital for the 2026-2030 period.

Regarding the investment management agency and project implementation organization, based on the Road Law and the Law on Road Traffic Order and Safety, the Ministry of Construction proposed to assign the People's Committee of Dong Thap province to manage project investment.

The Ministry will closely coordinate in reviewing and submitting to the Prime Minister to assign the People's Committee of Dong Thap province to manage the Dinh Ba - Cao Lanh border gate expressway section.

In February 2025, the People's Committee of Dong Thap province proposed that the Government direct the Ministry of Planning and Investment to appraise the central budget capital for the 2026-2030 period for the Dinh Ba - Cao Lanh expressway project, and at the same time requested the Ministry of Construction to prepare a pre-feasibility study report to soon implement the project.

The 68km Dinh Ba - Cao Lanh Expressway, connecting Dinh Ba border gate to Cao Lanh city, is part of the 188km Hong Ngu - Tra Vinh Expressway, belonging to three horizontal axes of the Mekong Delta.

On the Hong Ngu - Tra Vinh route, Dong Thap and Tien Giang provinces are building the 27km Cao Lanh - An Huu expressway section, while the Dinh Ba - Cao Lanh and An Huu - Tra Vinh sections have not yet been invested in.

It is expected that if invested in and built, the Dinh Ba - Cao Lanh expressway will shorten the time for transporting goods from Dinh Ba border gate to Ho Chi Minh City, the Western provinces and Tra Vinh seaport.

This route will connect with vertical expressways such as the North-South expressway in the West and East, optimizing the investment efficiency in constructing the Cao Lanh - An Huu section.
