The program aims to concretize the policies, goals, tasks and solutions stated in Resolution No. 57-NQ/TW of the Politburo , Resolution No. 71/NQ-CP of the Government and Resolution No. 81/2023/QH15 of the National Assembly.

The program is identified as a strategic step to strongly promote innovation activities nationwide, building a solid foundation for the development of science , technology and innovation.

The program contributes to realizing the goal of turning Vietnam into a modern industrialized country with an upper middle income by 2030.

According to this orientation, by 2030, innovation will play a key role in the development of Vietnamese culture, society and people, and at the same time bring our country into the group of 40 leading countries in the world in the Global Innovation Index (GII).

Vietnam's level of science, technology and innovation will reach advanced levels in many fields, ranking among the leading countries with upper middle income.

Notably, the culture of innovation will spread widely in social life, becoming a driving force for sustainable development from businesses to the community.

Along with that, labor productivity and human resource quality will be improved: the contribution of total factor productivity (TFP) to economic growth will reach over 55%; the contribution of innovation to GDP growth rate will be over 33%.

The rate of enterprises with innovation activities will reach over 40% of the total number of enterprises. The innovation ecosystem will be completed and developed synchronously. The number of patent applications and patent protection certificates will increase by an average of 16-18% per year; the rate of patents being commercially exploited will reach 8-10%.

The requirement for the action program is to ensure comprehensiveness, synchronization, determination and effectiveness, with content fully covering the five main pillars of innovation in Vietnam: technological innovation, improving efficiency, technological creation, creative startups and developing a culture of innovation.

To realize the above goals, the Ministry of Science and Technology has set out key tasks and solutions, including:

- Raising awareness and developing a culture of innovation;

- Perfecting institutions, mechanisms and policies to promote innovation;

- Increase investment and improve infrastructure for innovation activities;

- Developing human resources to meet the requirements of innovative development;

Strongly promote initiatives, technical improvements and innovation among the people and businesses.

The action program is not only a strategic orientation, but also a commitment of the Ministry of Science and Technology to make innovation a key driving force to promote socio-economic development in the coming period.
