Accordingly, Deputy Prime Minister Tran Hong Ha signed Decision No. 1629/QD-TTg dated December 16, 2023, approving the Ba Ria - Vung Tau Provincial Planning for the period 2021-2030, with a vision to 2050.

The planning scope covers the entire natural area of ​​Ba Ria - Vung Tau province, with a scale of 1,982.56 km2, including the administrative units of: Ba Ria City, Vung Tau City, Phu My Town, and the districts of: Chau Duc, Dat Do, Long Dien, Xuyen Moc, and Con Dao. The marine space is defined according to the Vietnamese Law of the Sea and Government Decree No. 40/2016/ND-CP dated May 15, 2016, detailing the implementation of a number of articles of the Law on Marine and Island Resources and Environment.

By 2030, the economic goal of Ba Ria - Vung Tau province is to develop economic sectors and fields that ensure high competitiveness, close and effective linkages with localities in the Southeast region and the whole country through the Moc Bai - Ho Chi Minh City - Bien Hoa - Vung Tau economic corridor and the Southern economic growth zone.

The Gross Regional Domestic Product (GRDP) excluding oil and gas is projected to grow at an average rate of approximately 8.1-8.6% per year during the period 2021-2030, with GRDP per capita reaching approximately VND 497 million (equivalent to USD 18,000-18,500) by 2030.

Economic structure (GRDP) by 2030: industry and construction approximately 58-58.5% (of which manufacturing industry accounts for approximately 40-43% of GRDP); services 29-29.5%; agriculture, forestry, and fisheries 6.0-6.5%; product taxes less product subsidies approximately 6.5-6.7%.

The contribution of total factor productivity (TFP) to growth in 2030 is expected to reach approximately 56%; the average labor productivity growth rate is projected to be 7% per year.

Strongly develop digital infrastructure and data infrastructure, accelerate the development of digital government, digital economy, and digital society in the area; the digital economy accounts for 35-37% of GRDP.

In addition, the marine economy should be strongly developed to become a national marine economic center; the proportion of the marine economy, including oil and gas, should be approximately 75% of GRDP, or about 60% of GRDP if oil and gas are excluded.

The urbanization rate has reached approximately 72-75%, with core urban areas being "smartened".

In terms of social aspects, Ba Ria - Vung Tau province maintains a stable replacement fertility rate; the population size reaches approximately 1.44 million people (excluding the converted population). The quality of life for its people is improving. The Human Development Index (HDI) is approximately 0.8; average life expectancy is about 77.4 years; and the average healthy life expectancy (in years) is at least 70 years.

By 2050, Ba Ria - Vung Tau will be a national maritime economic center; a maritime service center for Southeast Asia; a high-quality, internationally-class tourism center; one of the major industrial centers of the Southeast region; with a complete and modern infrastructure system; a safe, clean, and high-quality living environment; a society that develops harmoniously with nature; an efficient economy developing towards a circular economy, green economy, low-carbon economy; and achieving the goal of net emissions of "zero".
