On the morning of December 17, the functional forces of Hoang Mai district coordinated with Hoang Van Thu ward (Hoang Mai district, Hanoi) to organize the compulsory recovery of encroached land in the area of ​​the Den Lu III resettlement area technical infrastructure construction investment project and auction of land use rights in Hoang Van Thu ward (Hoang Mai district).

In 2005, the Hanoi People's Committee issued a Decision to reclaim 85,000 square meters of land to build the Den Lu III Refugee Area Technical Infrastructure Investment Project and auction land use rights in Hoang Van Thu ward.

In Hoang Van Thu ward, the land area recovered for the project is about 82,636m2, most of which is managed by Thanh Mai Agricultural Cooperative. By 2018, the Cooperative had completed the site clearance and handed it over to the investor.

Due to the project's slow progress, some people took advantage of the situation to encroach on the land, build parking lots, set up shops and temporary warehouses with an area of ​​about 4,000 square meters.

The local government has repeatedly propagated and mobilized households to return the land to implement the project, but the land-occupying subjects did not voluntarily comply.

On December 3, 2024, the People's Committee of Hoang Mai district issued a Decision forcing individuals and organizations with constructions, assets, livestock, and crops on the land to return the site to the project.

Authorities proceeded to fence off the area of ​​land that had been recovered.
