A bright spot in digital transformation.

Digital transformation is gradually becoming a part of life in An Giang, from resolving administrative procedures to the fields of healthcare, education, and commerce. In 2025, digital transformation activities recorded many positive results, creating a foundation for the province to enter an accelerated phase in 2026.

According to Nguyen Thanh Phong, Standing Committee Member of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, digital transformation continues to be a highlight of the province. Digital infrastructure has been invested in synchronously from the provincial level to the grassroots, and the e-government system operates smoothly; 100% of documents are exchanged electronically; administrative reform continues to be strengthened, 100% of dossiers are received online, and the rate of timely and early resolution reaches over 98%. The set of indicators for serving citizens and businesses by December 31, 2025, achieved a high score, ranking 5th out of 34 provinces and cities.

The province is strengthening digital transformation across three pillars: effective and efficient digital government; a digital economy as a driving force for growth; and a digital society as a new, connected, and people-centered environment for development. The province has 10,131 mobile communication base stations; 3G and 4G coverage reaches 100% of communes, wards, and special zones, creating an important foundation for the synchronized deployment of digital services at the grassroots level. Viettel and VNPT's 5G mobile networks are deployed in all commune-level administrative centers, as well as areas such as universities, hospitals, markets, and densely populated residential areas, contributing to improved access quality for citizens and businesses.

Notably, public digital signatures have been deployed to the public, reaching 94,447 signatures, representing 5% of the working-age population. The province has implemented and operates 5 important information platforms and systems, with shared systems operating stably, continuously, and without interruption. The official email system has created accounts for 17 provincial departments and agencies and 102 commune-level People's Committees, totaling over 20,000 accounts. By December 30, 2025, the rate of digitized documents will reach 90.69%, the rate of electronically issued documents will reach 90.86%, and the rate of exploitation and reuse of digitized data will reach 67.57%.

To support taxpayers in filing and paying taxes online, the province has implemented an electronic tax system (eTax Mobile). To date, the rate of businesses paying taxes electronically and using electronic invoices has reached 100%; the rate of food and beverage establishments and retail stores in shopping malls and consumer goods retail stores implementing electronic invoices generated from cash registers has also reached 100%. OCOP products are promoted through market information channels such as: agricultural product market bulletins, agricultural product trade promotion bulletins, agricultural and industrial extension bulletins. The province has launched the e-commerce platform angiang.numbala.com, and the digital platforms VNeTrip, GCheck & Echeck. These platforms are designed to support users and state management agencies in accessing, searching, and verifying information, as well as tracing the origin of products and goods.

Digital services have been strongly implemented in essential sectors such as healthcare, education, agriculture , and tourism, bringing practical benefits to people's lives. Digital transformation contributes to promoting the development of digital schools and hospitals, improving the quality of education and training, and healthcare for the people. Departments, sectors, and localities are promoting the application of digital technology in management, operation, and online public service provision, contributing to improving the governance and service capacity of the government. The digital payment infrastructure in the area continues to be maintained with 639 ATMs and 4,626 POS machines, and the rate of people aged 15 and over having bank accounts or accounts with other authorized organizations has reached 100%.

Immediately after the merger, the province restructured and established 1,340 community digital technology groups. The "Digital Literacy Movement" spread widely throughout the province to popularize digital skills among the people, actively applying digital platforms to improve the quality of life and ensure that no one is left behind in the digital transformation journey.

According to Vo Minh Trung, Director of the Department of Science and Technology, in 2025, the province will complete the "startup and momentum-building" phase, focusing on consolidating the operational foundation, digital infrastructure, and shared systems to ensure smooth operation within the context of a two-tiered local government model. Based on the achievements and identified "bottlenecks," in 2026 the province aims to shift to an "accelerated" phase, adopting the motto "Breakthrough Action, Widespread Dissemination," with the goal of placing the province's Digital Transformation Index (DTI) in the top 10 out of 34 provinces nationwide. The task of digital transformation will not stop at building systems but will strongly shift towards improving efficiency, enhancing service quality, and raising the digital transformation index through measurable results.

Thanks to the determination of the entire political system, the consensus of the people and the business community, the digital transformation in An Giang is being implemented increasingly substantively, effectively, and sustainably. From digital government to digital economy and digital society, each step is geared towards the common goal of serving the people better, faster, and closer, contributing to the effective implementation of Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation.
