In Report 5915/BC-UBND dated October 25, 2025, the People's Committee of Dien Bien province frankly pointed out: The local GRDP growth in the first 9 months of the year (at comparable prices) is estimated at 6.76%. This actual result is 2.23 percentage points lower than the growth scenario proposed by the province.
With a growth rate of 6.76% in the past 9 months, Dien Bien ranked 7th out of 9 provinces in the Northern Midlands and Mountains region, while in the same period last year (2024), Dien Bien's GRDP growth rate reached 10.55% and Dien Bien was the 3rd province in the Northern Midlands and Mountains region.
In addition to the decrease in growth index, Dien Bien self-assessed that the issuance of administrative support for tourism products is still slow; new tourism products have not been formed, especially sports , entertainment and adventure tourism.
Besides, the province does not have a mechanism to support the maintenance and expansion of new flight routes, which has affected the province's ability to connect and develop tourism .
Attracting investment capital from outside the state budget has not had many improvements or breakthroughs, lacking large projects; the operations of local enterprises and cooperatives face many difficulties.
Dien Bien's PAPI index in 2024 decreased by 16 places (Dien Bien ranked 50/63 provinces and cities in the country). This result partly shows that the quality of public administration in Dien Bien is still limited, not meeting the practical requirements of investors, people and businesses.
In addition to objective causes affecting growth results, the leaders of the People's Committee of Dien Bien province "named" subjective causes from leadership, direction, and lack of close and synchronous coordination between a number of localities and units.
"The leadership and direction in some localities and units are sometimes not really drastic and lack close attention. The coordination between departments, branches and localities is sometimes not synchronous and effective; the proactive synthesis and timely reporting of difficulties and problems is not yet done. Along with that, the professional capacity of a number of grassroots cadres is still weak and this situation is most clearly identified when implementing a two-level local government", said Mr. Le Thanh Do, Chairman of the People's Committee of Dien Bien province.
Proactively overcoming shortcomings, limiting impacts on growth rate and striving to achieve the growth target of more than 8% in 2025; achieving double digits in the following years, Dien Bien province has set out 8 general tasks with 3 groups of detailed tasks to be implemented in the spirit of 6 clarity, including: clear people, clear work, clear time, clear responsibility, clear products and clear authority.
In particular, Dien Bien focuses on removing difficulties and obstacles for production and business, especially in terms of land, investment procedures, and disbursement of public investment capital; resolutely handling the situation of slow progress and transferring capital to projects that cannot be disbursed; prioritizing capital allocation for key traffic infrastructure projects, ensuring the disbursement of 100% of the assigned capital plan; promptly removing obstacles in compensation, site clearance, and resettlement...
Regarding the staff and civil servants, Dien Bien province will strictly assign tasks to clear people and responsibilities, along with discipline and order in performing public duties.
Emphasizing the need to focus on implementing solutions to promote growth, ensure social security, and improve the investment and business environment, at the working session with the Ministry of Finance delegation on October 26, Comrade Tran Tien Dung, Secretary of Dien Bien Provincial Party Committee, also affirmed the commitment: Dien Bien will focus on reforming administrative procedures to facilitate investment attraction and create maximum convenience for investors to implement projects in Dien Bien.
