Appearance of Dong Xuan mountainous district after 40 years of re-establishment

Dong Xuan is one of three mountainous districts of Phu Yen province, bordering Binh Dinh and Gia Lai provinces. This locality has the largest area compared to other districts, towns and cities in the province. The history of this land formation was in 1611, but after many separations and mergers over the periods, it was not until June 27, 1985 that Dong Xuan district was re-established, built and developed for nearly 40 years.

Mr. Tran Quoc Huy, Permanent Vice Chairman of Dong Xuan District People's Committee proudly said that this land is rich in the tradition of steadfast revolution in two resistance wars with Tho Lo and Ma Du bases and is also where the first Party cell in Phu Yen was established on October 5, 1930, so the district and 8/11 communes were awarded the title of Hero of the People's Armed Forces by the State.

In peacetime, despite facing many difficulties and challenges, especially in remote areas and ethnic minority areas, in addition to the close leadership and direction of the Provincial Party Committee, People's Council, People's Committee and departments, branches and organizations of Phu Yen province, the Party Committee, government and people of Dong Xuan district over the years have always joined hands, united, promoted internal resources, exploited the potential strengths of land and human resources to implement many measures and solutions to gradually develop the economy - society, ensuring stability of national defense - security.

In the past 5 years alone (2020-2025), the economic structure of Dong Xuan district continued to shift in the right direction, the value of industrial and handicraft production increased by 1.36%, the processing industry accounted for 92%.

Many industrial production facilities operate stably and develop such as the Cassava Starch Factory, KCP Dong Xuan Sugar Factory, Tuynel Brick Factory in Phuoc Hoa Industrial Cluster, Thanh Chau Phu Yen Granite Company Limited and the facilities processing planted forest wood in Da Loc Commune, processing acacia wood chips in Xuan Phuoc Commune, Granite quarry, Flourit quarry in Xuan Lanh Commune. In terms of electricity production, La Hieng 2 Hydropower Plant has an average annual output of 61.2 million kWh. Small-scale handicrafts are not only developed in business households, but the district also has 3 craft villages and 21 3-star OCOP products.

In agricultural production, many sciences and technologies are applied, focusing on seed sources and cultivation techniques, so the product value reaches 60.7 million VND/ha, the proportion of agricultural labor is reduced to 56%; Average income per capita in rural areas is 49.7 million VND/year, an increase of 1.29 times compared to 2020; the poverty rate is reduced to below 5%; the rate of people using clean water in La Hai town is 100%, in rural areas is 70%, the rate of people using the Internet is 90%.

In the forestry sector, the total forest area increased to 73,100 hectares, including 33,590 hectares of natural forest, with a coverage rate of 63.42%, an increase of 1.42% compared to 2020.

In recent years, tourism activities in Dong Xuan district have seen many positive changes, attracting thousands of visitors each year for eco-tourism associated with the preservation and promotion of historical and cultural relics, including the National Intangible Cultural Heritage "Performing Arts of Double Drums, Three Gongs, Five Gongs". Two projects of Triem Duc and Tra O Hot Mineral Bath and Resort Areas in the period of 2024-2030 are waiting for investors to exploit the potential advantages of the locality.

In the investment in socio-economic infrastructure, in addition to National Highway 19C, Provincial Roads 641, 642, 644, 646, 647, the traffic network from district to commune is smooth, 100% of intra-commune traffic routes are built with concrete.

In addition to the two reservoirs of Phu Xuan and Ky Chau and the La Hieng 2 Hydropower Plant, the irrigation system in Dong Xuan district has 125km of canals, 37 pumping stations and dams providing irrigation water for 1,625 hectares of two-crop rice crops per year and thousands of hectares of other crops, an increase of nearly 4% compared to 2020.

In education - training, health, culture - information and digital transformation activities, up to now, the whole district has 34 schools at all levels, of which 73.5% of schools meet national standards, accounting for 73.5%, an increase of 25.8% compared to 2020, the annual junior high school graduation rate reaches 100%, the high school graduation rate is over 97%; continuing to maintain and uphold universal preschool, primary and secondary education in 11/11 communes and towns; the rate of teachers with qualified qualifications is 100%, above standard is 90.5%...

The conversion of books is always invested in to build digital government, develop digital economy, digital society, 100% of communes and towns are connected to broadband fiber optic Internet; except for records within the scope of state secrets, the remaining 100% of records from district to commune use digital signatures to approve and process documents and work in the network environment.

In recent times, Dong Xuan district has successfully implemented the project "Preserving and promoting traditional cultural values ​​of ethnic minorities associated with tourism development"; promoting the movement "All people unite to build a cultural life", up to now 98% of villages, neighborhoods and nearly 96% of families have been recognized as cultural, 100% of communes have met national standards on health, 98% of people participate in health insurance.

One of the activities that has contributed to creating a new look for Dong Xuan district after 40 years of re-establishment is that ethnic, mountainous and religious work has always been given attention. More than 134 billion VND in the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period has been invested in building and repairing many cultural, educational, medical, transportation, irrigation, electricity and water works... so the lives of people in ethnic minority areas have really improved, the average poverty rate has decreased by 7.43% per year, 100% of people use clean water...

“Implementing Resolution No. 60-NQ/TW dated April 12, 2025 of the Party Central Committee, including the plan to merge provincial-level administrative units, not organize district-level, merge commune-level and build a two-level government organization model, Phu Yen province has developed a plan to arrange 11 communes and towns in Dong Xuan district, leaving 4 communes.
