Disaster prevention and search and rescue drills

On May 14, in Son La city, the Northern Power Corporation organized a drill on natural disaster prevention and search and rescue - incident handling - safety in 2024. Attending were comrade Nguyen Thanh Cong, Vice Chairman of the Provincial People's Committee; leaders of a number of provincial departments and branches.

The exercise was attended by 350 employees of 4 provincial Power Companies: Son La, Yen Bai, Hoa Binh and Dien Bien . The exercise was broadcast live to 27 provincial Power Companies under the Northern Power Corporation.

The drill with the situation: Due to the impact of the storm, in Son La city there was moderate and heavy rain, accompanied by thunderstorms and strong gusts of wind, affecting the power grid system managed and operated by the City Electricity and the Son La High Voltage Grid Operation Management Team, causing incidents on the 22 kV line 473 E17.2 receiving power from the intermediate line 476 2/9 Son La; the 35 kV line, segment 374 intermediate 2/9, route 374 E17.2 Son La; segment 98/3 Chieng Co and branches of the 35 kV line 374 E17.2.

With 15 hypothetical situations, troubleshooting on the power grid from low voltage to medium voltage and high voltage. Of which, there are 8 situations to fix grid defects; 3 situations to fix defects using the 22 kV and 35 kV hotline method; 1 situation to clean insulation with high pressure water; 1 emergency situation of a worker falling into the river, the working team performs rescue and first aid on the spot; 1 situation of damaged gateway equipment at the station causing interruption of SCADA signal from the 110 kV transformer station to the control center and 1 situation to handle the secondary circuit that cannot be operated to close the 110 kV station circuit breaker.

The drill involves handling power grid incidents, telecommunications incidents, rescue, coordinating drills to ensure power supply for customers with diesel power sources; applying 22 kV and 35 kV hotline power repair technology to handle situations, improving power supply reliability.

With careful preparation, the 2024 PCTT and TKCN - incident handling - safety drill of the Northern Power Corporation has achieved its goals and requirements, ensuring absolute safety for people and equipment. Through the drill, it helps officers and employees of Power Companies practice skills, expertise, and professional style in performing work on the power grid, coordinating to handle incidents caused by natural disasters according to the motto "4 on-site". At the same time, inspect and evaluate the work of commanding and dispatching the power grid, converting methods to handle incidents of the power grid and telecommunications system connected to the Control Center, quickly restoring power supply after natural disasters.

At the same time, consolidate, improve and enhance leadership and management capacity; develop complete plans and solutions for disaster prevention and control and search and rescue in line with the actual situation, to respond most effectively. Through the drill, contribute to disseminating and popularizing regulations on disaster prevention and control and search and rescue, raising public awareness and community-based disaster risk management, proactively preventing and avoiding disasters, ensuring the safety of the power grid system.

Speaking at the summary of the drill, Mr. Nguyen Thanh Cong, Vice Chairman of Son La Provincial People's Committee, highly appreciated the Northern Power Corporation for choosing Son La city to organize the drill; the participating units coordinated well and fully and seriously implemented safety regulations and procedures. He requested the Northern Power Corporation to continue to pay attention to directing and investing in modern equipment for the units, improving management capacity, ensuring safe operation of the system, and improving the reliability of power supply.
