Vice Chairman of An Giang Provincial People's Committee Ngo Cong Thuc has just signed and issued Decision No. 594/QD-UBND approving the adjustment of Kien Giang Provincial Planning (before merger) for the period 2021-2030, with a vision to 2050.

The objective is to adjust the Kien Giang Provincial Planning (before the merger) for the period 2021-2030, with a vision to 2050, following the simplified procedures and order as prescribed by the law on planning and relevant laws, without changing the viewpoint and general objectives of the Kien Giang Provincial Planning (before the merger) approved by the Prime Minister in Decision No. 1289/QD-TTg dated November 3, 2023.

At the same time, focus on reviewing, adjusting and supplementing planning contents to ensure legal basis and conformity with the Provincial Planning to quickly deploy projects and infrastructure conditions to successfully organize the APEC Conference associated with the sustainable development of the locality and the country according to the assigned tasks in Article 1, Decision No. 948/QD-TTg dated May 17, 2025.

Accordingly, the adjusted and supplemented contents include: Adding the nature of "national and international event organization center" to the urban development orientation of Phu Quoc in section 2. Urban system planning scheme, section IV, Article 1 of Decision No. 1289/QD-TTg dated November 3, 2023 of the Prime Minister.

Adjust the scale and capacity of Phu Quoc International Airport to match the airport level in Decision No. 648/QD-TTg dated June 7, 2023 of the Prime Minister approving the Master Plan for the development of the national airport system for the 2021-2030 period, with a vision to 2050; meeting the requirements for organizing national and international events, aiming at sustainable development of tourism and local economy.

Investing in the construction of APEC Boulevard, urban metro line section 1 connecting traffic routes, Phu Quoc International Airport with APEC Conference Center and functional works.

Supplement and adjust Phu Quoc's power supply network to serve the APEC Conference, ensuring compliance with the Adjustment of the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII) approved in Decision No. 768/QD-TTg dated April 15, 2025 of the Prime Minister.

Develop and implement a digital transformation program in Phu Quoc before 2027 and green transformation before 2030; ensure interconnected, synchronous, modern, secure, and safe information and communication technology infrastructure, digital infrastructure, and Internet of Things (IoT) to serve the APEC Conference.

Investing in technical infrastructure, digital transformation, building a smart monitoring and operating center to comprehensively manage Phu Quoc.

Add new construction of Cua Can lake and Duong Dong 2 lake; build new and adjust capacity of water plants to meet demand in Phu Quoc.

Adjust and supplement the social infrastructure development plan: Build a new APEC Conference Center and functional works (a complex of iconic office buildings, hotels, casinos, commercial centers, duty-free zones and marinas...) of international standards, serving foreign affairs activities and the country's political tasks in Phu Quoc.

Adjust, balance, and allocate land use indicators for each administrative unit to prioritize land funds in suitable locations for construction of works and projects to ensure infrastructure conditions for the successful organization of the APEC Conference associated with sustainable development of the locality and the country.

Adjusting and reducing the target of protective forest land in Phu Quoc, changing the land use purpose from agricultural land (protective forest land) to non-agricultural land (traffic land; waste disposal land, waste treatment; irrigation land; commercial and service land...); at the same time, adjusting protective forest land in other locations in the province (already adjusted out of protective forest land) back into the planning of protective forest land, ensuring the planning target of protective forest land until 2030 approved by the Prime Minister in Decision No. 1289/QD-TTg dated November 3, 2023...

Pursuant to Article 1, Decision No. 948/QD-TTg dated May 17, 2025 on assigning the task of preparing conditions and implementing a number of measures to quickly deploy projects serving the APEC 2027 Conference in Phu Quoc City, Kien Giang Province, the Prime Minister assigned the People's Committee of Kien Giang Province to preside over and coordinate with relevant ministries and agencies in preparing infrastructure conditions to successfully organize the APEC 2027 Conference in Phu Quoc City, Kien Giang Province, in conjunction with the sustainable development of the locality and the country. This is a foreign affairs activity and a political task of the country.
