Conditions to ensure transparency in cross-district enrollment

The Ho Chi Minh City Department of Education and Training has regulated the time and review of student data and determined the enrollment target to ensure public and transparent enrollment, meeting the needs of parents.

REGULATIONS ON OUT-OF-LINE ADMISSION

According to regulations on the time frame for enrollment at the beginning of the 2025-2026 school year, the Department of Education and Training of Ho Chi Minh City and localities completed enrollment at advanced schools, integrated English programs, enhanced French programs and 2 affiliated schools, namely Nam Sai Gon Primary - Secondary - High School (District 7) and Luong The Vinh High School (District 1) on June 8.

After the above phase, based on the situation of students submitting applications to advanced schools, special programs and reviewed data from the Department of Education and Training, from June 9 to 13, the Departments of Education and Training will analyze, adjust and allocate students to schools depending on the actual situation in the locality.

For parents who have registered for admission group 1, localities will allocate routes based on current residence; for parents who have registered for admission group 2, the Department of Education and Training will allocate appropriate schools based on the reasons and evidence that parents have provided on the primary school admission system.

Parents submit their children's admission confirmation documents after receiving the primary school entrance exam results.

For group 2, students outside their residential area (out-of-area students), the Department of Education and Training has plans to allocate study places to meet the needs of parents and to suit the actual local situation.

Ms. Le Thi Thanh Giang, Head of the Department of Education and Training of District 1, said: "For parents who simply want to find a school in District 1 for convenience in picking up and dropping off their children, we will always try to ensure that students are placed in schools in the area."

Similarly, Mr. Pham Dang Khoa, Head of the Department of Education and Training of District 3, said that after allocating students according to the quota and scale of organizingeducational programs at primary and secondary schools for students in group 1 according to their current place of residence, if there is still enrollment capacity, the Department of Education and Training will consider allocating group 2, based on priority criteria and combined with GIS digital maps.

The leader of the Department of Education and Training of District 3 also said the criteria when considering the order of priority are: Students whose father or mother is a civil servant or public employee working in organizations and enterprises in District 3; Students whose current residence according to VNeID is in the border area between District 3 and neighboring districts but not more than 1,000 m.

Mr. Trinh Vinh Thanh, Head of the Department of Education and Training of Go Vap District, also informed students in group 2 that from June 12 to 5 p.m. on June 14, parents can use their personal identification code and date of birth to access the website https://tuyensinhdaucap.hcm.edu.vn to look up admission results. If considered and assigned a place to study, confirm and go to the recommended school to complete the admission procedures.

In addition, in cases where students do not have information on the industry database and the city's primary school admissions page but have the same "current residence" as their parents or legal guardians in Go Vap District confirmed via the VNeID application or proof of residence provided by the ward police, from June 6 to 5:00 p.m. on June 9, parents can contact teachers who are in charge of universal education directly at the People's Committees of 12 wards to be allocated a place to study.

Mr. Nguyen Bao Quoc, Deputy Director of the Ho Chi Minh City Department of Education and Training, said that information about all students has been fully updated in the education sector's database system. Localities have the right to proactively conduct the selection process and announce the results between June 14 and 20.

This is also an open period in the enrollment time frame for the Department of Education and Training to guide parents to confirm results, submit enrollment applications, and register for group 2 if they do not agree with the enrollment results.

However, the Department of Education and Training leaders especially reminded parents to consider carefully before rejecting their children's allocation results. The reason is that if the districts have allocated enough quotas according to the plan, they may not organize a second round of enrollment. This means that students may lose the opportunity to study in that locality.

Ho Chi Minh City continues to conduct primary school enrollment for the 2025-2026 school year entirely online on the city's primary school enrollment portal.

ENSURING ENROLLMENT DATA IS "CORRECT, COMPLETE, CLEAN, AND LIVE"

The leader of the Ho Chi Minh City Department of Education and Training said that with the prescribed time frames, localities can completely speed up the implementation progress before June 15, instead of June 30 according to the actual situation.

According to the Ho Chi Minh City Department of Education and Training, accelerating the completion of enrollment for the first grade classes of the 2025-2026 school year does not affect the previous plan issued by the Department and instructed localities to implement.

Mr. Nguyen Bao Quoc said that the enrollment work for the 2025-2026 school year will continue to be carried out entirely online by Ho Chi Minh City on the city's enrollment information portal, unified on a single enrollment data axis, ensuring that enrollment data is "correct, sufficient, clean, and alive".

The general principle of enrollment in localities is to prioritize the use of criteria for students' current residence according to their parents' VNeID, combined with GIS digital maps to allocate students to schools near their homes, not rigidly dividing according to ward administrative boundaries. The Department of Education and Training has proactively reviewed data on students of admission age since February and completed the confirmation of personal information of 237,525 kindergarten and 5th grade students through the VNeID system.

Early confirmation of information helps localities proactively review data before issuing enrollment plans, limits changes in residence after the plan is in place, contributes to significantly reducing the rate of complaints and ensuring fairness and transparency in enrollment.

According to the leader of the Ho Chi Minh City Department of Education and Training, unified enrollment on a single data axis limits the situation of fake students, helps the enrollment work of localities to be smooth, ensuring fairness, objectivity and transparency.

Note on regulations for confirming and submitting application for admission to PRIMARY SCHOOL

On June 4, the Department of Education and Training of Thu Duc City and districts in Ho Chi Minh City announced the results of primary school admission to schools with special programs including advanced schools, integrated English programs, and enhanced French; Nam Sai Gon Primary - Secondary - High School (District 7) for grades 1 and 6; Luong The Vinh High School (District 1) for grade 6...

Accordingly, using the student's identification code and date of birth, parents confirm enrollment on the primary school enrollment system: https://tuyensinhdaucap.hcm.edu.vn , export the application and submit it directly to the admitted school by 5:00 p.m. on June 7 or June 8 (depending on the district).

According to the instructions of the examination officers of the Department of Education and Training of Ho Chi Minh City, for students who do not wish to study at advanced schools, integrated English programs, French enhancement programs, etc., enrollment will still be carried out according to the information confirming the enrollment subjects (subject 1 - current residence; subject 2 - final school) submitted during the period from May 15 to 19.

Similarly, in cases where students are not on the list of admitted students to schools with special programs or are on the list but do not confirm their admission, they will still be assigned to schools in the registered area during the period from May 15 to 19.

From June 8 to 11: Based on the number of students applying to schools organizing special programs, and the reviewed data received from the Department of Education and Training, the Departments of Education and Training analyze, adjust, and allocate students to preschools, primary schools, and secondary schools that enroll students, depending on the actual local situation.

It is expected that from June 11 to 14, the Department of Education and Training of localities will announce the list of students, parents will confirm online at the city's admissions page and submit applications to the schools being considered for admission.
