On the occasion of the traditional Bun Pi May New Year of the Lao ethnic people, on April 6 and 7, comrade Nguyen Doan Anh, member of the Party Central Committee, Secretary of the Provincial Party Committee, led a high-ranking delegation of Thanh Hoa province to visit and extend New Year greetings to the Party Committee and government of Hua Phan province (Lao PDR).

At the same time, through the leaders of Hua Phan province, they sent their condolences to the family of comrade Kham Tay Xi Phan Don.

Provincial Party Secretary Nguyen Doan Anh emphasized: Comrade Kham Tay Xi Phan Don is a great friend of Vietnam. Throughout his revolutionary career, he has made many contributions to the revolutionary movements of the two brotherly countries of Vietnam and Laos.

Immediately after hearing the news of comrade Kham Tay Xi Phan Don's passing, on April 3, 2025, comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam, led a delegation of senior leaders of the Party and State of Vietnam to pay their respects.

The Party, State and People of Vietnam mourned comrade Kham Tay Xi Phan Don according to the National Mourning ceremony for 2 days on April 4 and 5, 2025. Thanh Hoa province also organized a delegation to pay respect to comrade Kham Tay Xi Phan Don at the Lao Embassy in Vietnam.

Secretary of the Provincial Party Committee Nguyen Doan Anh affirmed: The passing of Comrade Kham Tay Xi Phan Don is a great loss to the Lao Party, State and People; the Vietnamese leaders and people have lost a great friend, a close comrade who always strived for the revolutionary cause of the two brotherly countries of Laos and Vietnam. The Party Committee, government and people of Thanh Hoa province share the loss and sorrow with the Party Committee, government and people of Hua Phan province when losing a senior leader, an outstanding and loyal revolutionary who devoted his whole life to the Lao revolutionary cause and the faithful and steadfast relationship between Laos and Vietnam.

In a friendly atmosphere, Provincial Party Secretary Nguyen Doan Anh sent his best wishes to comrade Kham Pheng Xay Som Pheng, member of the Central Committee of the Lao People's Revolutionary Party, Provincial Party Secretary, Governor of Hua Phan province and the leaders of the Provincial Party Committee, People's Council, Government Committee, Lao Front Committee for National Construction of Hua Phan province, the armed forces and all the people of Lao ethnic groups and Hua Phan province to celebrate the Bun Pi May festival and achieve many new victories in the new year.

He informed about the outstanding results of socio-economic development, ensuring national defense and security, Party building and rectification work and the political system of Thanh Hoa province in 2024 and the first months of 2025. At the same time, he stated: In 2024, the cooperative relationship between Thanh Hoa and Hua Phan provinces had many positive changes in all fields, notably the political relationship between the two sides continued to be strengthened, the leaders of the two provinces, departments, branches and localities of the two sides organized 55 delegations to visit, work, exchange experiences and sign cooperation agreements. Agreements and regulations on trade activities in the border area were well implemented. The total import-export turnover between the two provinces reached nearly 34 million USD.

Cooperation in the fields of culture, education - training, and health has been enhanced; Thanh Hoa has received and provided intermediate political theory training to 45 students who are leaders and managers at the department level; and fostered knowledge for 90 students who are Party cell secretaries and village heads of Hua Phan province. Provincial hospitals have supported medical examination and treatment for hundreds of officials and people of Hua Phan province.

Defense and security cooperation continued to be strengthened. The two sides closely coordinated and effectively implemented the Agreement on Border and Land Border Gate Management Regulations between the two Governments; and effectively implemented the work of ensuring national security and social order and safety in the border areas of the two provinces.

In particular, with the help of the functional forces and the people of Hua Phan province, the Thanh Hoa Provincial Military Command organized the search and collection of 15 remains of Vietnamese soldiers, volunteers, and experts who died in Laos, and brought them back for burial at the provincial cemetery.

Visiting some projects that Thanh Hoa province supported for Hua Phan province, Provincial Party Secretary Nguyen Doan Anh was very pleased to see that the neighboring country had put them into effective use, contributing to gradually perfecting the infrastructure and promoting the socio-economic development of Hua Phan province.

To continue developing the special friendship between the two provinces in the coming time, Provincial Party Secretary Nguyen Doan Anh suggested that the two sides continue to maintain and strengthen the comprehensive and deep cooperation relationship in all fields, especially in the fields where both sides have strengths. Focus more on promoting cooperation activities in investment, production, business, trade, tourism, cultural cooperation, education, health, defense - security. Along with that, it is necessary to coordinate closely to resolve arising issues in the spirit of trust, understanding and close comradeship.

The two sides will step up propaganda and education work so that cadres, party members, and people of all walks of life, especially the younger generation, can deeply understand and continue to protect and promote the great, loyal, and special friendship and solidarity between the two Parties and States of Vietnam and Laos and the two provinces of Thanh Hoa and Hua Phan.
