At the conference, Deputy Head of the Provincial Delegation of National Assembly Deputies Nguyen Minh Tam informed about the content and program of the 9th Session of the 15th National Assembly . In particular, he emphasized that the National Assembly will consider amending and supplementing a number of articles of the 2013 Constitution and consider and pass 30 laws, 7 legal resolutions; give opinions on 6 draft laws; and is expected to add a number of draft laws.

Regarding the draft Law amending and supplementing a number of articles of the Criminal Procedure Code, the representative of Quang Binh Provincial Police suggested amending Article 155 when there is no specific provision if the victim withdraws the request for prosecution at the appeal hearing. The representative of Quang Binh Provincial Police clearly stated two viewpoints, one of which suggested that the victim only has the right to withdraw the request for prosecution at the first instance stage (at any time at the first instance stage); the second viewpoint suggested that the victim has the right to withdraw the request for prosecution at any time, including at the appeal hearing.

In addition, the provincial police also proposed to soon legalize the functions and investigation tasks of the commune-level police when this force has been assigned investigators and is actually handling many clear and specific cases in the locality. The representative of Quang Binh Bar Association said that there is a lack of unity and contradiction between the content of the two draft laws on the organization of investigation agencies, therefore it is recommended to unify the plan to amend the Criminal Procedure Code accordingly.

Amending the above laws in the current context is necessary, creating a synchronous legal basis for the implementation of important policies and tasks, especially in the context of implementing the policy of restructuring the apparatus of the political system and administrative units at all levels.
