The Ho Chi Minh City National Assembly delegation noted many practical suggestions from voters in coastal communes.

The Ho Chi Minh City National Assembly Delegation of the 15th term met with voters in the communes of Dat Do, Phuoc Hai, Long Hai, and Long Dien to inform them of the results of the Tenth Session; and at the same time, listened to and received many practical opinions and suggestions from local voters.

On the morning of December 17th, in Phuoc Hai commune (Ho Chi Minh City), a meeting was held to engage with constituents by the Ho Chi Minh City Delegation of the 15th National Assembly following the Tenth Session of the 15th National Assembly .

Attending the conference were Ms. Huynh Thi Phuc, Deputy Head of the Ho Chi Minh City National Assembly Delegation; Mr. Nguyen Tam Hung, former Commander of the Ba Ria - Vung Tau Provincial Military Command and Member of the Ho Chi Minh City National Assembly, 15th term; representatives from the City People's Committee; and representatives from relevant departments and agencies.

Local representatives included Vo Tai Quoc, Secretary of the Phuoc Hai Commune Party Committee; Huynh Son Tuan, Secretary of the Long Hai Commune Party Committee; leaders of the Party Committees, People's Councils, People's Committees, and Fatherland Front Committees of Dat Do, Phuoc Hai, Long Hai, and Long Dien communes, along with a large number of voters in the area.

At the conference, voters heard reports on the results of the Tenth Session; the activities of the Ho Chi Minh City National Assembly Delegation before, during, and after the session; and information on the results of addressing and responding to voters' opinions and recommendations submitted before the session. At the same time, the National Assembly Delegation directly listened to new opinions and recommendations from voters to compile and forward them to the relevant authorities for consideration and resolution.

At the conference, National Assembly Deputy Nguyen Tam Hung stated that at the Tenth Session, the National Assembly considered and approved a large volume of legislative content, accounting for approximately 30% of the total number of laws and normative legal resolutions of the entire term. Many important decisions were issued, directly impacting the lives of the people and the development of the country.

In the field of education and training, the National Assembly has passed many important laws and resolutions such as the Law amending and supplementing a number of articles of the Law on Education; the Law on Higher Education; the Law on Vocational Education; and the Resolution on some specific and outstanding mechanisms and policies to create breakthroughs in the development of education and training. These documents contribute to perfecting the legal framework, promoting the training of high-quality human resources, and meeting the development requirements in the new period.

In the field of population and health, the National Assembly enacted the Population Law, the Disease Prevention Law, and resolutions on breakthrough mechanisms and policies in protecting, caring for, and improving people's health, clearly demonstrating the role and responsibility of the State in community health care.

Regarding science, technology, and digital transformation, the National Assembly has passed important laws such as the Law on Digital Transformation; the Law on Artificial Intelligence; the Law on High Technology; and the Law amending and supplementing a number of articles of the Law on Technology Transfer, creating a legal foundation for innovation and the development of the digital economy.

The National Assembly also issued a resolution to address difficulties in the implementation of the Land Law; decided on many important issues regarding finance and budget; and amended and supplemented specific mechanisms and policies for the development of Ho Chi Minh City, Da Nang City, and Hanoi, strengthening decentralization and empowering localities to take initiative.

At the conference, a large number of voters expressed their enthusiasm for the success of the Tenth Session, while also reflecting on and proposing many existing problems and shortcomings from practical life related to planning, fishing, aquaculture; environmental protection; food safety and the livelihoods of people living along the coast.

Voters requested that the Government and relevant agencies continue to improve the legal system; strengthen supervision of the implementation of National Assembly resolutions; and develop comprehensive solutions in land management, housing, and essential living costs, ensuring the legitimate rights of the people.

Many opinions also suggested paying attention to investing in grassroots culture; improving the effectiveness of preventing and combating illegal, unreported, and unregulated (IUU) fishing; protecting aquatic resources; strengthening environmental management and production planning, especially in coastal areas and tourist zones.

In particular, voters expressed concern about the early enactment of a Law on Teachers to address shortcomings in salaries and benefits, protect the legitimate rights and interests of teachers, and create conditions for teachers to work with peace of mind and dedicate themselves to the cause of education.

Following the voters' opinions, the leaders of the communes and representatives of relevant agencies directly discussed and answered some issues within their authority right at the meeting. The National Assembly delegation of constituency No. 16 fully received the opinions and suggestions of the voters to compile and report to the Ho Chi Minh City National Assembly Delegation and forward them to the competent authorities for consideration and resolution according to regulations.

At the Tenth Session, National Assembly deputies from the Ho Chi Minh City delegation contributed 257 opinions in committee meetings and 168 opinions in the plenary session, focusing on major and important issues of the country and the city; they also coordinated with local National Assembly delegations to finalize specific mechanisms and policies in accordance with Resolution No. 98/2023/QH15.

Regarding citizen petitions, from July 1, 2025 to the present, the Delegation has received 523 petitions and letters; forwarded and followed up on the resolution of 204 petitions, and is currently processing 45 petitions, achieving a resolution rate of 91.4%.

Regarding voter opinions after the Ninth Session and before the Tenth Session, the Delegation compiled 218 opinions, of which 54 were under the jurisdiction of the Central Government and 164 were under the jurisdiction of local governments; the remaining issues will continue to be monitored, supervised, and addressed according to regulations.
