Encourage the development of science and technology enterprises
At a recent conference on guiding the establishment of science and technology (S&T) enterprises, Deputy Director of the Department of Science and Technology Mai Thanh Nga said that through supporting the development of S&T enterprises, it creates conditions for organizations and enterprises to participate in training courses to establish, manage, and operate enterprises of this type, and enjoy preferential policies of the State according to regulations. Enterprises operating in this direction are included in the S&T market development program of Binh Thuan province. The province encourages enterprises to innovate, invest in research, application, technological innovation, and improve the competitiveness of goods and products, especially those with advantages such as dragon fruit, seafood processing, rubber, tragacanth gum, durian, longan, etc. Enterprises proactively invest in establishing a S&T development fund, forming S&T enterprises according to the green transformation trend of the Government.
The Department of Science and Technology will increase the organization of seminars and forums to support businesses in accessing new policies of the State; participate in programs, invest in technological innovation, improve product quality, create high added value, promote businesses to develop science and technology activities in the province, gradually increasing the number of businesses operating in this field. Currently, the province has 3 science and technology enterprises: Binh Thuan Dragon Fruit Company Limited, Viet Nhat BIO Technology Company Limited and Phuc Ha Juice Company Limited.
Dr. Pham Thi Hong Phuong, Head of Ecotech Village - National Techfest, Senior Advisor of Center for Innovation, Entrepreneurship & Technology Transfer (CIETT), Ho Chi Minh City University of Industry. Ho Chi Minh said: "Enterprises need to have an orientation for developing science and technology enterprises, taking advantage of industrial designs, useful solutions, patents, and science and technology "content" in products to build and develop science and technology enterprises. Innovation with science and technology enterprises; ways and methods to become science and technology enterprises; solutions to help science and technology enterprises maintain and develop inventions; intellectual property, advantages in business activities in this field. At the same time, science and technology enterprises enjoy preferential policies in income tax exemption and reduction, land rent exemption and reduction, credit incentives, support for research and commercialization, application and innovation of technology, according to the provisions of Decree No. 13/2019/ND-CP of the Government; specifying Circular No. 03/2021 dated January 11, 2021 of the Ministry of Finance . Corporate income tax is exempted for the first 4 years, 50% tax reduction The next 9 years”.
Efforts from the business itself
On the business side, it is necessary to pay attention to investing, innovating technology and equipment, proactively cooperating with science and technology organizations, domestic and foreign enterprises to improve production and business capacity. As a science and technology enterprise, Mr. Le Quang Huy, General Director of Binh Thuan Dragon Fruit Company Limited shared: “The characteristics of business of patented products of science and technology enterprises often encounter many difficulties, because these are products that people do not know, the market has not consumed. Therefore, it is difficult for enterprises to find materials to conduct trial production, difficult to design and shape the production process. An patented product must go through the process of finding solutions, conducting research and development (R&D) with a lot of costs, repeating many times, overcoming failures to create the final product. Enterprises themselves need to orient the development of new science and technology enterprises to achieve success”. Experts also said that in order to provide effective support, relevant units need to analyze the difficulties and advantages when an enterprise becomes a science and technology enterprise, accompany enterprises to remove limitations and obstacles, and promote the application of preferential policies for enterprises. Promoting commercialization activities to help enterprises achieve the conditions to enjoy preferential policies is also one of the important factors.
