Prime Minister Pham Minh Chinh talks with businesses

Opening the discussion, Minister and Head of the Government Office Tran Van Son announced the Prime Minister's Decision on establishing the National Steering Committee to implement Resolution 68 of the Politburo.

According to Deputy Minister of Finance Le Tan Can, Resolution 68 sets out 8 groups of tasks and solutions demonstrating the spirit of innovation, breakthrough, and strong reform, ensuring adherence to 3 strategic breakthroughs (in terms of institutions, human resources, and infrastructure). Immediately after the Politburo issued Resolution 68, the Government submitted to the National Assembly for promulgation Resolution 198 on a number of special mechanisms and policies for the development of the private economy (Resolution 198); the Government issued the Government's program and action plan to implement the Resolution.

To quickly put Resolution 68 and Resolution 198 into practice, the Deputy Minister of Finance suggested that there needs to be determination from the entire political system, consensus, joint efforts and synchronous solutions from all levels, sectors, localities and the business community nationwide. At the same time, business associations and organizations should proactively enhance their capacity and operational efficiency, promote their representative role and bridge between the business community and enterprises with state management agencies in information and propaganda activities on new regulations and policies on business people and enterprises; promote the role of social criticism in policy making. Build, mobilize, promote and encourage business people to implement ethical standards and business culture; honor exemplary business people and enterprises.

Enterprises and business households must proactively innovate their business thinking, be dynamic and creative, constantly learn, improve their capacity, qualities, and qualifications, accumulate knowledge and experience, strive to rise up, enrich themselves legitimately, and contribute to their homeland and country.

At the seminar, the business community highly appreciated the determination of the Party and Government in promoting the private economy. Enterprises, associations and business associations also shared about the difficulties in production and business activities, including access to credit, taxes, land, etc. Accordingly, enterprises proposed that the Government and local ministries and branches have mechanisms to cut administrative procedures, handle issues related to finance and land, and pay more attention to creating an environment and institutions for the innovation sector, etc.

Experts and representatives of ministries and sectors also affirmed that the business community is the main force participating in building the country, therefore, this community needs to continue to innovate, be creative, promote business ethics, promote social responsibility, and strongly promote the entrepreneurial spirit to best accompany the prosperous development of the country and the nation.

Dr. Can Van Luc, Member of the National Financial and Monetary Policy Advisory Council, said that Resolution 68 has realized the orientation of promoting private enterprises. The current issue is to soon issue a decree on the mechanism to support business households in transforming into enterprises, moving towards applying appropriate tax payment policies for this sector. In which, effective measures to support enterprises and business households, especially in the fields of land, science and technology, capital, human resources, as well as green and sustainable transformation are needed.

According to Dr. Can Van Luc, the important solution proposed by Resolution 68 is to build a team of capable, cultured, law-abiding entrepreneurs who behave according to business ethics. Therefore, relevant agencies need to promptly speed up the amendment of a number of important laws, including the Law on Support for Small and Medium Enterprises, the Enterprise Law and the Bankruptcy Law, to create a more favorable legal corridor for the development of Vietnamese enterprises; build a friendly investment and business environment, reduce administrative procedures, etc. At the same time, the team of entrepreneurs must also proactively approach policies and laws in compliance with relevant regulations.

In his concluding remarks at the seminar, Prime Minister Pham Minh Chinh requested that local ministries and sectors must promote their role in creating and promoting the team of entrepreneurs and enterprises. Accordingly, it is necessary to promptly issue tools to inspect and monitor the activities of the private economic sector, focusing on post-inspection, focusing on assessment and perfecting policy institutions; invest in emulation and reward work for the team of entrepreneurs and enterprises; promptly handle businessmen who violate the law so as not to affect the investment and business environment. The Government will well implement the 3 strategic breakthroughs; ensure sovereignty, political stability, social order and safety; ensure equal access to capital, resources, and policy access; meet and dialogue to resolve difficulties of enterprises... Difficulties proposed by enterprises must be resolved within 2 weeks in accordance with the spirit of the proposal of enterprises at the conference.

The Prime Minister also hopes that the business community will continue to accompany the country in building the country in the spirit of complying with the law and behaving according to business ethics; constantly innovating and improving in business activities, especially in accessing technology. Private enterprises will cooperate more closely with enterprises in the region, cooperate with FDI enterprises, and State-owned enterprises to create a broader supply chain, production chain, and service chain, with national and global scope.

Along with production and business activities, Prime Minister Pham Minh Chinh also hopes that the team of enterprises, businesses, the Government, ministries and branches under the leadership of the Party and the management of the State will participate in creating development, giving opinions on building institutions, developing infrastructure, training high-quality human resources, contributing to building and protecting the country; making more positive contributions to social security work...
