Safety first, foremost
Joining the delegation of the Army Labor Safety and Protection Department (General Staff, General Department of Logistics and Engineering) to survey the construction site of the Lakeside Garden high-rise service and residential building project for the partner of Enterprise 319.9 under Corporation 319, Ministry of National Defense , we witnessed hundreds of workers working urgently and professionally. On each construction area, there are signs "Safety is your friend, accident is your enemy" or "Safety is above all" along with a warning system with easily recognizable images, helping workers quickly identify dangerous areas. The nature of working at heights in harsh weather conditions requires strict and substantial occupational safety and health work. Lieutenant Colonel Nguyen Van Hong, Director of Enterprise 319.9, informed: "The enterprise always determines to create for employees the habit of working in a safe environment, the spirit of working safely and the awareness of working safely, because without safety there is no productivity, no quality and the enterprise cannot develop."

To realize the above viewpoint, Enterprise 319.9 has implemented synchronous solutions: Establishing a labor safety and hygiene team - fire and explosion prevention and control in all areas of the construction site, the staff in charge are well trained; construction methods are developed in detail for each item; organizing periodic training, providing full standard protective equipment for workers such as hats, belts, gloves, specialized shoes; all lifting equipment, hoists, scaffolding... are periodically inspected according to the standards of the Ministry of Construction .
Through our research, we learned that the training and rectification of occupational safety and health at Corporation 319 is always carried out regularly and seriously. Before each shift, the technical team leader organizes a group meeting to disseminate occupational safety and health contents for each specific item. According to Colonel Tran Van Lam, Head of the Labor Organization Department, Corporation 319 always focuses on training workers on identifying risks during work and how to use protective equipment. In addition to providing new workers with knowledge about occupational safety and health, the old team of workers is also periodically retrained every 6 months. The units also apply cross-checking between groups and teams to increase initiative and closely monitor the occupational safety and health process, and have clear regulations on immediately stopping construction if a risk of occupational safety is detected, even when entering the final stage.

Modernization associated with building a safe working environment
As a unit that produces and trades textiles, leather, rubber, plastic, metal, wooden products, packaging, etc., the working environment at Joint Stock Company 26 (General Department of Logistics and Engineering) always has the potential risk of occupational safety and health loss from cutting machines, thermal equipment, fabric dust, and chemicals. In recent times, the unit has made comprehensive investments to ensure occupational safety and health associated with improving productivity and product quality. Lieutenant Colonel Nguyen Van Viet, General Director of Joint Stock Company 26, said: “We consider occupational safety and health as a matter of life and death in production. In addition to ISO 9001 standards on quality management and ISO 14001 on the environment, the Company has achieved ISO 45001 - the international standard on occupational safety and health management systems”.
For example, Joint Stock Company 26 has invested in a modern laser cutting system, which doubles the productivity of cutting shoe and sandal details, while ensuring absolute safety for operators. For the rubber sole pressing workshop, which has many potential risks of chemical vapors and industrial dust, a high-capacity air filtration system has been installed to maintain safe air quality for workers. Each work area has an escape map, first aid station, mini fire extinguisher, and surveillance camera to promptly detect and handle incidents.
Along with technology investment, Joint Stock Company 26 also implements the "Safety from Thinking" training program, combining theory and practice in real situations, such as: First aid for wounds, handling small fires, escaping when there is a power outage... The company has a health monitoring book for each worker, coordinates with hospitals to conduct periodic check-ups twice a year and stores records in the human resource management software system to promptly detect occupational diseases. Workers are periodically trained, issued safety cards and provided with protective equipment such as masks, gloves, gas masks... Occupational safety and health is a criterion for scoring competitions and the company regularly promotes the "Productivity-Quality-Efficiency-Safety" movement, through which workers have many initiatives to contribute to reducing the risk of unsafety and increasing labor productivity.
For Viettel Equipment Manufacturing Corporation (VMC) under the Military Industry-Telecoms Group (Viettel), ensuring occupational safety and health is also part of the sustainable development strategy. VMC currently has more than 1,000 officers and employees working in the fields of electronics, precision mechanics, and telecommunications accessories. Mr. Bui Nguyen Nam Son, Director of the Electronic Components and Equipment Enterprise under VMC, said: “Following the direction of the Corporation, the Enterprise has established an occupational safety and health council, operating an integrated safety-quality-environment management system according to ISO 45001:2018 standards. Production locations are periodically assessed for risks, have warning signs, and have standardized operating instructions for equipment operation.”
By focusing on educating workers on safety habits through the “5S” model (sorting-arranging-cleaning-caring-ready) according to Japanese standards, the Electronic Components and Equipment Factory has created a neat, clean, and environmentally friendly working space. Once a month, production teams participate in cross-assessment according to the “5S” criteria, thereby forming a culture of self-awareness and safety.
VMC's Mechanical Enterprise has also invested in modern machinery and equipment for processing machine parts, along with a spacious, airy workshop, fully equipped with safety and health equipment. Mr. Dao Xuan Tho, a CNC cutting machine operator, shared: "We also periodically participate in dialogues between the Enterprise's leaders and labor representatives to receive feedback on working conditions. Reasonable recommendations are resolved quickly, so we feel very secure at work."
Through a survey at Enterprise 319.9, Joint Stock Company 26 and VMC, Lieutenant Colonel Nguyen Ngoc Huynh, an officer of the Army Labor Safety and Protection Department, assessed: All units have a high sense of responsibility and scientifically organize the work of ensuring occupational safety and health; not only investing heavily in facilities and modern technical equipment but also building strict supervision processes, providing thorough training, maintaining a working routine closely related to occupational safety for employees, gradually standardizing according to international occupational safety and health criteria. This is a solid premise for Army enterprises to develop sustainably, enhance their reputation and affirm their position in the market.
