Therefore, gratitude must go hand in hand with action, wishes must go hand in hand with reform, expectations must go hand in hand with implementation conditions. We cannot talk about the "mission of cultivating people" with beliefs and slogans, but forget the basic conditions for teachers to live, contribute, create and maintain professional dignity in a sustainable way.
First of all, it must be made clear and decisive: increasing teachers' salaries and improving their income is not a favor, but an investment in national development. Only countries that consider teachers as the center of human development can stand firm in global competition. The core issue today is not just salary, but the administrative way of paying salaries - based mainly on degrees and ranks, while actual responsibilities are based on capacity, contribution value and innovation ability. More paradoxically, preschool teachers are the front line of personality, emotional and habit education , but are enjoying the lowest income simply because the entrance qualification standards are lower. When there are 4.0 responsibilities but 2.0 benefits, we are creating a "policy gap" that is silent but persistent, directly affecting the quality of future human resources.
However, it is not okay to discuss benefits without mentioning the responsibilities of teachers. The responsibility of teachers lies not only in teaching, but also in "setting an example" through personality, attitude and cultural behavior. As President Luong Cuong emphasized: "The first important thing in education is moral education; cultivating people must start with personality, then knowledge and skills". Therefore, the responsibility of teachers needs to be recognized on three levels. First, maintaining a clear moral example and exemplary personality. Second, being honest, fair and objective in evaluating students, fighting all manifestations of achievement disease. Third, maintaining an example of lifelong self-learning, constantly updating knowledge, pedagogical methods and digital capacity so as not to fall behind the movement of the times.
But it must be made clear: teachers cannot and should not take on all the responsibility of cultivating people. Character education is never a single task of the school, but must be the responsibility of the family - school - society - policy. Students who lack discipline, motivation, love, and values cannot be considered "teachers' fault". The educational model must be built on the principle: Family lays the foundation - School leads - Society protects - Policy creates trust and conditions.
Another unavoidable issue: teachers cannot be creative if they are "administrativeized". Therefore, reforming teachers' rights and responsibilities is not just a matter of increasing salaries, but needs to be approached in three directions: First, redesign the salary and benefits structure according to the value created for learners and the community, not just according to degrees and not as favors given to teachers. Second, minimize administrative burdens so that teachers have "pedagogical space" to develop their profession. Third, build a career development system based on capacity and contribution, with a mechanism to protect the honor and mental health of teachers. This is not a priority for the education sector alone, but the foundation of the national strategy for human development.
