Credit “leverage” helps people serving sentences reintegrate into the community

BHG - In recent years, as a "bridge" connecting the preferential credit policies of the Party and the State to the disadvantaged, the Social Policy Bank (SPB) of Quan Ba ​​district has actively implemented many practical and effective credit programs. In particular, lending activities for people who have completed their prison sentences are a bright spot, helping them stabilize their lives, reintegrate into the community and prevent the risk of recidivism.

Comrade Lai Van Quang, Deputy Director of the Social Policy Bank of Quan Ba ​​District, said: “Supporting loans for people who have completed their prison sentences not only has economic significance but also has profound humanistic value. Thereby, it contributes to arousing their will to rise up, creating opportunities for them to work and produce on their own, stabilize their lives, integrate into society and avoid the risk of re-offending the law.”

Implementing Decision No. 22/2021/QD-TTg of the Prime Minister on credit for people who have completed their prison sentences, in the past time, the People's Credit Fund of Quan Ba ​​district has closely coordinated with functional agencies, especially the local police, the Fatherland Front Committee and socio-political organizations of the district to review and grasp information and loan needs of people who have completed their prison sentences in the area. Thereby, promptly consulting, guiding the documents and conducting appraisal and disbursement of capital quickly and in accordance with regulations.

Staff of the People's Credit Fund of Quan Ba ​​district coordinated with relevant departments to disburse capital to people who had completed their prison sentences in Thai An commune.

A typical example is the case of Mr. LSN in Nghia Thuan commune. After completing his prison sentence, Mr. N. encountered many difficulties in life, lacked capital for production, and was self-conscious when returning to his locality. Thanks to the encouragement of the government and a loan of 100 million VND from the district's Social Policy Bank for people who had completed their prison sentences, he invested in developing a model of breeding cows. After more than a year, the model has stabilized, bringing in a steady income, helping him become more confident and gradually improve his life. Mr. LSN shared: “After returning to my locality, I was very worried because I had no job and felt guilty about the past. Thanks to the loan of 100 million VND from the Social Policy Bank, I invested in breeding cows. Now the herd is growing well, and my life is more stable. Most importantly, I have the confidence to start over, living a useful life for my family and society.”

From 2023 to present, the People's Credit Fund of Quan Ba ​​district has disbursed loans to 8 cases of people who have completed their prison sentences with a total capital of 740 million VND, of which 460 million VND is transferred from the trust capital of the People's Committee of Quan Ba ​​district. The loan amount is mainly used to invest in livestock, crop cultivation and tourism service development. After receiving capital, many people have proactively learned from experience, boldly changed their production methods, and initially had a stable income.

Not only stopping at lending, the district Social Policy Bank also focuses on post-loan inspection and supervision to ensure that capital is used for the right purpose, while supporting borrowers in the production process. In addition, it coordinates with socio-political organizations to promote propaganda, raise public awareness, and create a favorable environment for people who have completed their prison sentences to have conditions to develop, avoiding discrimination and alienation.

Comrade Lai Van Quang, Deputy Director of the Social Policy Bank of Quan Ba ​​added: “The preferential credit policy for people who have completed their prison sentences is one of the specific and practical solutions in implementing the goal of sustainable poverty reduction, ensuring social security and maintaining security and order in the area. In the coming time, the district will continue to direct functional agencies to strengthen coordination and create favorable conditions for this policy to be implemented effectively and spread more strongly.”

With the synchronous participation of the entire political system and the efforts of the People's Credit Fund of Quan Ba ​​district, the policy credit capital has truly become a "lever" to help people who have completed their prison sentences have the opportunity to rebuild their lives, make positive contributions to their families and society, and contribute to building Quan Ba ​​district to develop more sustainably and comprehensively.
