Specifically, after dissolving the district-level police, the Provincial Police transferred 109 officers and soldiers to professional departments under the Provincial Police; 617 officers and soldiers were transferred and assigned to commune, ward and town police. Up to now, the whole province has 1,582 regular police officers and soldiers assigned to communes, wards and towns. On average, each grassroots unit currently has about 8.2 officers and soldiers; each commune, ward and town has a police chief and deputy police chief at the commune level.

Strengthening the regular force at the grassroots level is an important step to improve the effectiveness of situation monitoring, crime prevention and ensuring security and order in residential areas, especially in remote, isolated and border areas. Along with that, the Provincial Police continue to improve the organization, focus on fostering political qualities, professional qualifications and basic skills for the communal police force, well meeting the requirements of tasks in the new situation.

The deployment of regular police forces to communes, wards and towns not only helps to firmly ensure political security and social order and safety, but also contributes to strengthening people's trust in the police force, building an increasingly solid people's security posture.
