Accordingly, localities need to develop plans to recruit teachers and medical staff according to assigned targets, ensuring standards, job positions and suitability with actual needs. In theeducation sector, the Ministry requires reviewing and rearranging the teaching staff, prioritizing areas with shortages, and at the same time studying support policies for transferred teachers, especially in remote areas and areas with difficult conditions.
The Ministry of Home Affairs also noted the need to promote decentralization in recruitment, and empower public educational institutions to sign contracts according to quotas to proactively address the shortage of teachers. In addition, it is necessary to continue to reorganize public service units in the education and health sectors in a streamlined and efficient manner.
In addition, localities are required to proactively forecast human resource needs, promote teacher training to meet standards according to the 2019 Education Law, and have policies to attract pedagogical students and excellent students to the industry, serving the roadmap for universalizing preschool education for children from 3 to 5 years old in the period 2026 - 2030.
