After more than a decade of implementation, the Constitution has demonstrated its important role in establishing political institutions, ensuring human rights, citizen rights and guiding the country's development. However, in the process of amendment and supplementation, some contents, layout and presentation techniques need to be further considered and improved, specifically: Regarding content, it is necessary to continue to clarify the role of social supervision and criticism of the Vietnam Fatherland Front and socio-political organizations. Some civil rights such as the right to access information, the right to personal data protection, and the right to a clean living environment should be supplemented more clearly to suit the new context.

In addition, it is necessary to review the feasibility of implementing some regulations on the organization of the state apparatus, especially the relationship between the legislative, executive and judicial bodies. In terms of structure, the current Constitution consists of 11 chapters and 120 articles, which is generally reasonable. However, it is necessary to consider rearranging some articles to increase coherence and avoid duplication, especially regulations related to human rights and civil rights.
Regarding presentation techniques, it is necessary to ensure consistency in legal language, limiting qualitative concepts that are difficult to implement. At the same time, terms need to be standardized and specifically explained to ensure clarity and transparency. Regarding local governments, it is necessary to continue to clarify the organizational model of urban and rural governments, ensure autonomy, and clearer decentralization between the central and local levels, avoiding overlap and formality in operations.
