This is the impressive result after more than four years of implementing the National Target Program for socio-economic development in ethnic minority and mountainous areas.

Ha Giang is a border province with over 87% of its population being ethnic minorities, 127 communes classified as Category III, and 1,353 particularly disadvantaged villages. Most ethnic minorities live in mountainous areas with harsh climates, underdeveloped infrastructure, and a lack of basic social services; therefore, the province has many beneficiaries and areas that could benefit from the program. After the National Assembly's Resolution on the three national target programs was issued, Ha Giang was one of the provinces that completed the drafting of legal documents and guidelines early, creating a legal framework for the rapid implementation of the program. The province closely and comprehensively directed and managed ethnic affairs, promptly issuing resolutions, plans, and projects to concretize the program's practical conditions; Steering Committees for the program were established at all three levels; difficulties and obstacles were promptly identified, and solutions were proposed to accelerate the disbursement of funds. For the period 2021-2025, the total allocated capital for the program is over 6,423 billion VND; of which the central budget accounts for over 6,129 billion VND, and the local budget accounts for nearly 290 billion VND. By the end of 2024, over 4,365.6 billion VND had been disbursed, reaching 70.7%.

The projects and sub-projects were implemented synchronously and appropriately, receiving the people's approval and support. The program supported 2,027 households in building houses, invested in 760 essential infrastructure projects, implemented 7 projects for planning, arranging, and stabilizing the population, helped nearly 1,000 households transition to new occupations, built 52 centralized water supply systems, supported nearly 1,000 livelihood diversification projects, invested in the construction and renovation of 320 rural transportation projects, 113 electricity supply projects, 32 schools and classrooms, 29 health stations, supported vocational training for 13,800 workers; and invested in the construction of 355 cultural and sports facilities. Over 1,180 activities were organized to change mindsets and practices, enhance women's economic empowerment, and promote gender equality. To date, 100% of communes have paved or concrete roads leading to their centers, and 98% of villages have hardened roads; 93% of ethnic minority people have access to clean water; 90% of villages have cultural centers or community activity spaces; 100% of communes maintain national standards for healthcare; 6 communes have been removed from the list of disadvantaged areas; the poverty rate among ethnic minority households has decreased by an average of 5.38% per year; the rate of trained labor has reached 61.2%; and the rate of school enrollment for children aged 6-14 has reached 99%.

Director of the Department of Ethnic Minorities and Religion, Chu Thi Ngoc Diep, shared: “One of the factors contributing to the program's success is the decisive and timely guidance from the province, the proactive, flexible, and scientific organization at the grassroots level, and the high level of consensus among the people. Most projects and sub-projects have been evaluated as effective and have shown good results, contributing to improving the quality of life for people in the highlands.”

However, the program's implementation still faces difficulties and obstacles; some targets have not been met compared to the provincial resolution, such as the economic growth rate of ethnic minority areas and per capita income; many communes and villages in the province are still particularly disadvantaged; some projects and sub-projects are implemented slowly; and livelihood models are fragmented and lack linkages. To continue implementing the program effectively in the next phase, in addition to the efforts of the entire political system in the province, the province proposes that the Central Government integrate and combine projects with similar objectives, scope, and target groups to reduce overlapping and avoid duplication; promote decentralization and grant greater autonomy to localities; consider expanding the target groups, areas, and implementation time for direct support to households; and consider supplementing regulations allowing localities to adjust their annual state budget capital plans to implement the program for long-term funding sources.
