
The Provincial New Rural Area Coordination Office was established under Decision No. 84/QD-UBND dated July 1, 2025. After the arrangement and merger, the Office has actively advised the Provincial People's Committee in leading, directing, inspecting and urging the implementation of the National Target Program (NTP) on new rural area construction associated with the implementation of the socio -economic development tasks of the province . The unit has Advise on the issuance of documents directing and managing the development and construction of advanced and exemplary new rural areas; coordinate with departments, branches and localities to proactively and actively guide and urge communes to implement the prescribed criteria.

Implementing the direction of the Provincial People's Committee, the provincial departments, branches and organizations have developed, deployed and issued documents directing and guiding the implementation of the New Rural Construction Program according to their management areas, and at the same time strengthened coordination with communes and wards to implement. Communes have established Steering Committees for National Target Programs to direct, operate and manage the implementation of the Program; 100% of communes have arranged leaders and civil servants in charge of New Rural Construction...
The work of planning, allocating and using the central budget, as well as mobilizing resources to implement the Program has been seriously and in accordance with regulations. In the period of 2021-2025, the province was allocated 982,619 billion VND by the Central Government, and 100% of the central budget has been allocated to the National Target Program on New Rural Construction. By the end of September 2025, the total mobilized capital to implement the Program is estimated to reach more than 104,238 billion VND.

Up to now, Ninh Binh is the province that has completed the task of building new rural areas, with 97/97 communes meeting the standards, of which 65 communes have met the advanced new rural standards and 4 communes have met the model new rural standards. The whole province has 980 OCOP products with 3 stars or more from 516 entities. From July 2025 to now, more than 100 products have registered to participate in the OCOP Program in 2025. The New Rural Coordination Office is advising, guiding, and supporting entities to complete their documents and products to participate in the evaluation and classification, expected to submit to the Provincial OCOP Product Evaluation and Classification Council in early December 2025.
In the coming time, the Office will continue to urge localities to propagate, mobilize, and promote the implementation of the New Rural Construction Program, consolidate criteria, accelerate the progress of works and projects, and disburse State budget capital. At the same time, advise on perfecting the Appraisal Council for communes meeting New Rural, Advanced New Rural, and Model Standards; organize inspections and field surveys to serve the direction and operation of the Program. The Office will also coordinate with relevant units to review and evaluate OCOP products to submit to the Provincial Council for new recognition and re-recognition, striving to have 1-3 products qualified to submit to the Central Government for 5-star recognition by the end of 2025.
Speaking at the working session, Vice Chairman of the Provincial People's Committee Tran Anh Dung acknowledged the initial results of the Provincial New Rural Area Coordination Office, and emphasized a number of key tasks in the coming time. He requested the Office to clearly define its functions and tasks, assign specific tasks to each cadre, civil servant, and public employee, and promote personal capacity and responsibility. Emphasizing the spirit of "building a new rural area has only a starting point, not an ending point", he requested the Office to flexibly apply mechanisms and policies suitable to the reality of each locality; clearly define the role and significance of the Program for rural communities, in which people are the subject and direct beneficiaries.
He assigned the Department of Agriculture and Environment to preside over and coordinate with the Department of Finance and the Provincial People's Committee Office to support the New Rural Area Coordination Office in performing its tasks; at the same time, advise the province to issue appropriate and effective policies to develop the National Target Program on New Rural Area Construction for the period 2026 - 2030.
Regarding the OCOP Program, he requested to review, evaluate the substance, and select a consulting unit with the capacity to support the entities in building quality products with the ability to expand the market. The New Rural Coordination Office needs to proactively coordinate and synthesize the progress of capital disbursement, promptly report to the Provincial People's Committee when there are difficulties and problems for guidance and resolution.
