Ninh Binh speeds up the progress of fishing vessel registration and granting of fishing licenses.

On October 30, 2025, the People's Committee of Ninh Binh province issued Official Dispatch No. 338/UBND-VP3 dated October 30, 2025 on accelerating the progress of fishing vessel registration and granting of fishing licenses. Thereby, it aims to continue to strictly implement the direction of the Prime Minister, as well as the Ministry of Agriculture and Environment on focusing on implementing the Peak Month against illegal, unreported and unregulated (IUU) fishing.

Accordingly, the Provincial People's Committee requests relevant departments and branches, together with the People's Committees of communes and wards with fishing vessels, based on their functions and tasks, to urgently implement the following important contents:

Firstly, focus on reviewing and supporting people to complete procedures for registering fishing vessels and granting fishing licenses. First of all, it is necessary to review and count fishing vessels that have not been registered or granted fishing licenses. Next, organize guidance and support for fishing vessel owners who need to register and apply for fishing licenses to participate in fishing activities in accordance with the provisions of the Fisheries Law.

At the same time, fully and accurately update fishing vessel information data into the National Fisheries Database (VNFishbase) and the national population database VneID. Organize guidance for fishing vessel owners, captains and crew members to register and authenticate VNeID electronic identification accounts, ensuring synchronization of population information with fishing vessel data.

Second, strictly control unqualified fishing vessels. In particular, for fishing vessels that are not qualified for registration and fishing licenses, localities must remove them from the weekly periodic reports to the National Steering Committee against IUU fishing. It is necessary to compile a list of unqualified fishing vessels to strictly control the location of the vessels, not leave fishing gear on board, and not allow them to go fishing. It is necessary to force these fishing vessels to come ashore and organize public announcement of the list on mass media so that people know and monitor the implementation.

In addition, strengthen propaganda on mass media, on provincial newspapers and radio and television; broadcast on media of wards, communes, villages and hamlets so that organizations and individuals who have not registered fishing vessels and have not been granted fishing licenses know and implement the registration of fishing vessels and the issuance of fishing licenses according to regulations.

Ninh Binh Provincial People's Committee requests departments, branches and People's Committees of communes and wards with fishing vessels to seriously implement the above contents.
