
"Go from house to house, check each plot"
Although it was almost noon, the working atmosphere at the Thuy Thanh Village Cultural House, Giao Hung Commune of the Working Group implementing the 90-day campaign to build, enrich, and clean up the national land database was still very urgent. Each stack of files and papers was carefully checked; when people came to submit their papers, they were guided to declare and supplement information completely, ensuring accuracy.
Comrade Pham Anh Tung, Secretary of the Thuy Thanh village Party Cell, shared: “Immediately after receiving the Campaign implementation plan from the People's Committee of Giao Hung commune, the village Party Cell organized a conference to disseminate it to all cadres and party members, and at the same time developed a specific implementation plan for each area. With a spirit of urgency and determination, the whole village joined in with the highest determination."
Thuy Thanh village currently has 511 households with 1,680 people. After a short time of launching, the work of collecting information to enrich and clean up land data has achieved positive results. On the first day, the Working Group collected over 300 Land Use Right Certificates (LURCs) and photocopies of citizen identification cards of households. Up to now, the village has collected over 535 LURCs of 500 households, reaching almost all households in the area. Currently, there are only about ten households working far away, mainly at sea, and have not returned in time to complete the documents.
Ms. Nguyen Thi Oanh, a resident of Thuy Thanh village, shared: “Immediately after receiving the notice from the village chief, my family promptly provided the documents. At first, I was also worried about the information being leaked, but with the explanation and guidance from the Working Group, I was completely reassured and realized that this was the right policy, helping the government manage better and also protecting the legitimate rights of the people regarding land.”
According to the Secretary of the Party Cell of Thuy Thanh village, to achieve this result, Thuy Thanh village has promoted the spirit of solidarity and responsibility of the entire political system at the grassroots level. The Party Cell has assigned the Village Chief and the Deputy Secretary of the Party Cell, who is also the Head of the Front Work Committee, to be in charge of two areas, directly going to each family to mobilize, guide, and collect documents. Along with that, propaganda work was promoted through loudspeakers, the village's Zalo group, at people's meetings and Party Cell conferences, helping people understand the meaning and importance of the campaign.

With the motto of "going to each house, checking each plot", the members of the Working Group are highly focused, thoroughly handling the missing and incorrect records. The goal that Thuy Thanh village has set is to complete 100% of the work of enriching and cleaning the land database in October, contributing to Giao Hung commune to soon complete the proposed plan.
According to comrade Dinh Quang Huy, Vice Chairman of Giao Hung Commune People's Committee, in order for the campaign to enrich and clean up the national land database in the area to be implemented to ensure progress, quality and efficiency, the Commune People's Committee has established a Steering Committee and Working Group in 18/18 villages and hamlets. The campaign mobilizes the synchronous participation of the entire political system, with the core force being the commune's professional cadres, Party Cell Secretaries, Village Chiefs, and Heads of the Front Work Committee.
In addition to issuing a specific plan, the People's Committee of Giao Hung commune has clearly assigned people, tasks, responsibilities and results, and identified two key tasks: First, reviewing and cleaning up the entire land database that has been built over time in the commune; second, collecting, digitizing and creating data for certificates of land use rights and house ownership that have been issued but have not been updated into the national database system.
According to statistics, the whole commune currently has over 8,500 plots of land that need to be cleaned, updated and synchronized with data. Up to now, the People's Committee of the commune has collected, compared and reviewed about 6,500 sets of documents, of which more than 3,000 have been entered into the system. The goal that Giao Hung commune has set is to complete the entire plan as soon as possible, ensuring the overall progress of the province.
Similarly, in Phu Ly ward, there are currently about 20,000 plots of land that need to be enriched and data cleaned. In recent days, the locality has actively implemented many synchronous solutions to soon complete the campaign's goals with the whole province. Comrade Nguyen Tien Dung, Head of the Economic - Infrastructure Department of Phu Ly ward, said that the ward is a densely populated area, where people often go to work during the day or work far away from the locality.
Realizing the importance of the campaign, the ward quickly established Steering Committees and Working Groups in 63 residential groups; focused on widely propagating to all classes of people in many forms, especially promoting the active and pioneering role of the Secretaries and Heads of Residential Groups with the motto "going to each house, checking each plot". Up to now, the locality has collected and entered data on about 30% of the number of Land Use Right Certificates and is accelerating to ensure the campaign's progress.
Determined to work with the whole country to ensure progress
The 90-day campaign to build, enrich, and clean the national land database will be implemented from September 1, 2025 to November 30, 2025 with the goal of standardizing, synchronizing, cleaning, and updating the land database to ensure the criteria of "correct - sufficient - clean - living - unified - shared". Thereby, it aims to enhance transparency in state management of land, effectively serve the direction, administration, provision of public services, and promote digital transformation in the land sector. The province's land database will be connected and synchronized with the national population database and other specialized data systems, ensuring information security, network security, and smooth operation throughout the entire system from the province to the grassroots level.
Implementing the direction of the Ministry of Public Security and the Ministry of Agriculture and Environment in Plan No. 515/KH-BCA-BNN&MT dated August 31, 2025 on implementing the campaign to enrich and clean up the national database on land, the Department of Agriculture and Environment - the standing agency of the Campaign has presided over and coordinated with the Provincial Police and localities to synchronously deploy tasks according to Plan No. 66/KH-UBND of the Provincial People's Committee on implementing the campaign to enrich and clean up the national database on land in Ninh Binh province; at the same time, issued many documents guiding and urging affiliated units.

Up to now, 100% of the People's Committees of communes and wards in the province have issued plans and established Steering Committees, Working Groups and organized conferences to deploy the Campaign implementation plan. The units have directed villages and hamlets to closely coordinate in the 90-day campaign to build, enrich, clean up the land database, propagate and mobilize people to provide Certificates and citizen identification cards to serve data collection and authentication.
The Land Registration Office branches have basically completed the data classification step of about 2.8 million land plots. Working groups are collecting, scanning and entering data on land use rights certificates and citizen identification cards of land users to transfer to the provincial level for verification and reconciliation. In particular, the work of propaganda and guiding people to provide information and confirm data via the VNeID application has been widely deployed, contributing to raising awareness and cooperation of people in the process of cleaning land data.
Comrade Nguyen Tien Dung, Head of the Economic - Infrastructure Department of Phu Ly Ward, shared that currently, the human resources of the Economic - Infrastructure Department participating in the campaign are limited to 3 comrades, while each plot of land needs to enter more than 40 fields of information data. In addition, some households have not actively and proactively provided related documents; some plots of land still have disputes, or information errors, so more or less making data collection difficult. In the coming time, we are determined to make the greatest effort, overcome difficulties in human resources, proactively coordinate closely with residential groups, land officials and specialized agencies to speed up the data entry progress, ensuring completion on schedule. At the same time, we hope to receive attention and support in increasing human resources, equipment, as well as cooperation and active coordination from the people so that the work of enriching and cleaning up the land database in the area achieves the highest efficiency.
With the strong direction of the Provincial People's Committee, the synchronous participation of departments, branches, and localities, along with the sense of responsibility and high efforts of the grassroots staff, we believe that the 90-day campaign to build, enrich, and clean up the land database in Ninh Binh province will be completed soon and with high quality, contributing significantly to the completion of the national land database, effectively serving the state management work and the legitimate rights of the people.
