The program was attended by leaders of the Vietnam Journalists Association ; representatives of the Press Department (Ministry of Culture, Sports and Tourism); representatives of the Central Propaganda and Education Commission; representatives of the leaders of Quang Ninh province and leaders of central and local press agencies in the Northern region.

In his opening speech, comrade Le Quoc Minh, member of the Party Central Committee, Editor-in-Chief of Nhan Nhan Newspaper, Deputy Head of the Central Propaganda and Education Commission, President of the Vietnam Journalists Association, emphasized: Implementing Resolution No. 37-NQ/TW and the Party's directives, in recent times, many provinces and cities have merged local press agencies, forming more unified, streamlined and professional editorial offices. This is an inevitable step, both demonstrating political determination and opening up a new face for Vietnam's revolutionary press in the current development stage.
Most recently, on September 23, 2025, the Secretariat issued Regulation No. 373-QD/TW stipulating the functions, tasks, and organizational structure of the press, radio, and television agencies of the provincial and municipal Party Committees, reducing the number of leaders and departments. This process is not easy, requiring great efforts from both the management agencies, local leaders, and the team of journalists directly at the grassroots level. Many newsrooms have changed in terms of organization and personnel; many leaders after the merger still lack experience in managing a multimedia newsroom model. Meanwhile, the rapid development of digital technology and artificial intelligence is putting the press under pressure to innovate faster than ever. Maintaining the principles and purposes; ensuring accurate and timely information; and at the same time organizing and operating the newsroom effectively - all are increasingly stringent requirements.
Therefore, with the goal of improving the capacity of managing, organizing and operating modern newsrooms, in line with the model of convergence, integration of multimedia and digital platforms, the seminar is not only an opportunity to share experiences and overcome difficulties, but also an opportunity to find solutions to the problem of organization, administration and improving the quality of information in the new context. He hopes that through the contents discussed at the seminar, it will contribute to building modern, professional newsrooms, capable of meeting the requirements of the Party, the State and the expectations of the people...
Discussion sessions at the seminar revolved around topics such as: Trends in organizing modern newsrooms in the context of multi-platform and press agency consolidation; Restructuring the press system - an inevitable trend and the problem of effective management; Content organization model - from production to distribution in digital newsrooms; Solutions to improve management capacity, foster leadership skills, and operate local press agencies after mergers.

Through the discussion, leaders and managers of press agencies exchanged frankly, shared practical experiences and sought solutions to improve the quality of information serving the public, contributing to building a professional, modern and effective Vietnamese press.

Within the framework of the discussion program, on the afternoon of October 29, 2025, delegates visited and learned about the operating model of Quang Ninh Newspaper and Radio - Television.
