
The conference was attended by representatives of several ministries and branches that are members of the National Steering Committee on IUU; and leaders of 21 coastal provinces and cities. The conference was held in both in-person and online formats.
At the Ninh Binh province bridge, the conference was attended by members of the Provincial Party Standing Committee: Tran Anh Dung, Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial IUU Steering Committee; Dinh Van Tien, Director of the Department of Agriculture and Environment. Also attending were representatives of a number of departments and branches that are members of the Provincial IUU Steering Committee.
Over the past week, ministries, branches and localities continued to focus on implementing tasks and solutions to combat IUU fishing under the direction of the Prime Minister ; results of combating IUU fishing in some localities continued to show improvement. Regular tasks continued to be actively maintained and implemented.
As of October 27, the whole country had 80,132 vessels, accounting for 99.8% of the registered vessels, updated on the national fisheries database, a decrease of 466 vessels compared to the previous week. During the week, 500 vessels were deregistered; on the Electronic Seafood Traceability Software System (eCDT), 2,120 fishing vessels leaving the port and 2,101 vessels arriving at the port were inspected and controlled according to regulations and 11,473 tons of seafood were monitored; 12,589 vessels with 16,876 vessels entered the port through the Border Control Station were processed according to regulations.... The whole country has not recorded any more official information about Vietnamese fishing vessels and fishermen being arrested and handled by foreign countries.
Implementing the Prime Minister's direction, Ninh Binh province has directed the commune-level police force to continue reviewing and updating additional fishing vessel data to ensure compliance with regulations. Organized the signing of commitments not to violate IUU fishing for 771 vessel owners, an increase of 528 vessel owners compared to last week; coordinated verification according to the list of fishing vessels that lost connection to the voyage monitoring device (VMS) according to Notice No. 292/TB-TSKN dated October 10, 2025 of the Department of Fisheries and Fisheries Surveillance.
During the week, procedures for buying and selling 206 fishing vessels in and outside the province were carried out in accordance with regulations. By October 26, 100% of the province's fishing vessels had been registered and marked according to regulations. The Provincial Military Command is implementing a peak period of patrolling, inspecting and controlling at sea, in river mouths, fishing ports and fishing wharves in the province. Organizing 24/24 hours on duty, exploiting and effectively using the fishing vessel monitoring system to monitor, supervise and ensure that 100% of the province's fishing vessels maintain connection to VMS devices when participating in seafood exploitation activities at sea from the time of leaving the port until arriving at the port.
In key areas, fishing vessels are at high risk of violating foreign waters, the Provincial People's Committee directs the Provincial Police, the Provincial Border Guard, and the People's Committees of communes to concentrate resources, maximize the role of commune-level officials and civil servants, and commune police to have a firm grasp of key areas; isolate, monitor, and manage each fishing vessel and fisherman at high risk of violating foreign waters, fishing subjects without temporary residence in the locality or people from other localities. Ninh Binh province has no vessels violating foreign waters according to the EC's recommendations.
Speaking at the conference, Deputy Prime Minister Tran Hong Ha acknowledged the clear changes in the implementation of assigned tasks in the past week, especially the Central and local press agencies have increased the duration, form and intensity of propaganda, and at the same time requested ministries, branches, provinces and cities to continue implementing the Prime Minister's instructions in the direction of clearly defining people, clearly defining tasks, clearly defining areas and clearly defining results; thoroughly handling existing cases, promptly reporting results to the National Steering Committee on IUU.
The Deputy Prime Minister requested the Government Inspectorate to conduct inspections and examinations of a number of localities as proposed by the Ministry of Agriculture and Environment to review and evaluate the results of implementing the Prime Minister's instructions. Strengthen the application of science and technology to fundamentally resolve issues related to combating IUU fishing. Review the Prime Minister's conclusions to continue implementation. Ministries, branches, provinces and cities proactively coordinate to develop negotiation scenarios, work with the EC, create unity nationwide, and strive to complete the task of removing the "yellow card" warning this year.
