In recent days, many localities in our country have continuously suffered from prolonged heavy rains, rapidly rising floods, landslides, deep flooding, and disrupted transportation, causing severe damage to people and property. In many places, people had to evacuate urgently at night, their homes were swept away, their livelihoods were disrupted, and their lives were turned upside down. Particularly serious is the situation in the central provinces from Ha Tinh to Quang Ngai, where the rain, floods, and landslides are developing in a very complex manner, continuing to threaten the safety of the people.

While working abroad, I have been following the situation with deep concern and anxiety. I send my warmest regards and deepest sympathy to all those affected by the recent natural disasters. I offer my condolences to the families who have lost loved ones in the floods and landslides; and my sincere encouragement to those who are injured, isolated, and struggling with a lack of electricity, clean water, and safe shelter.
I highly appreciate and respect the sense of responsibility, timeliness, dedication, and courage of the Party committees and local authorities, especially the grassroots authorities; of the police, military, medical forces , and youth volunteers; of the rescue forces, mass organizations, the Fatherland Front, social organizations, businesses, and the people. Many cadres, soldiers, and citizens risked their lives to evacuate people, bringing food, warm clothes, and medicine to deeply flooded areas and isolated regions. This is the spirit of brotherhood, the tradition of "sharing food and clothing," and the strength that makes up the Vietnamese character.

I urge Party committees, authorities, the Fatherland Front, and mass organizations in all localities affected by natural disasters – especially the provinces from Ha Tinh to Quang Ngai – to continue focusing their utmost efforts on the immediate and urgent task: saving people and protecting people's lives above all else. It is necessary to immediately review, warn, and relocate households in areas at risk of flash floods and landslides; absolutely no one should be left hungry, cold, or isolated without timely assistance. Safe temporary shelter, clean water, medicine, and special care for the elderly, children, pregnant women, and other vulnerable groups must be ensured.
I propose that local forces urgently carry out initial repairs to essential infrastructure: transportation, electricity, and communication; promptly assess the damage and proactively provide assistance to the most vulnerable people; prioritize the restoration of schools, health centers, and essential public facilities so that people can return to normal life as soon as possible. Central ministries and agencies must go directly to the affected areas, thoroughly understand the situation, and handle each matter specifically, without formality or leaving any gaps in responsibility. All support must reach the right people, with the right needs, at the right time.

Dear compatriots, cadres, and soldiers throughout the country!
Natural disasters may still unfold in complex ways. But in times of hardship, we see even more clearly the national solidarity, and understand the strength of unity and the compassion of the Vietnamese people. I place my full trust that with the decisive involvement of the entire political system and with the resilient and compassionate spirit of our people, our compatriots in the disaster-stricken areas will rise up, stabilize their lives, and restore production as soon as possible.
With heartfelt condolences and unwavering faith, we send our sincere greetings to all compatriots, cadres, and soldiers in all areas affected by the recent floods and landslides.
