With the advantage of its coastal geographical location, Hai Xuan commune (established on the basis of merging the old Hai Phu, Hai Hoa and Hai Xuan communes) has soon formed specialized aquaculture and seafood farming areas that have developed strongly in both area and productivity. After merging and rearranging administrative units in 2025, the locality has re-planned livestock farming areas, invested in infrastructure, and transferred science and technology to serve production development.
Currently, the whole commune has 504 hectares of aquaculture area, of which 137.5 hectares are intensive and semi-intensive farming areas. Along with that, the commune focuses on increasing the value per unit area through the application of science and technology, converting production models towards high technology and biosafety. Up to now, the commune has had 16 high-tech aquaculture models, many households have boldly switched from extensive to semi-intensive farming, applying technical measures such as tarpaulin-lined ponds, aeration systems, water environment control and disease prevention. Thanks to that, the average aquatic product output reached 8,064 tons/year, an increase of 162 tons compared to 2020.
According to Mr. Tran Van Vu, a shrimp farmer in Hai Xuan commune, in recent years, people have received attention and active support from the local government in terms of production area planning, infrastructure investment and technology transfer. His family has invested in a 6,000 m² farm, applying roofing technology, aeration and automatic water source adjustment, helping to stabilize the farming environment, increase productivity and quality of shrimp. He believes that, along with the application of technical advances, practical experience and awareness of ensuring product quality are key factors for sustainable development.
Along with aquaculture development, Hai Xuan commune has also expanded occupations related to the marine economy such as snail farming, traditional fish sauce making, seafood processing and consumption. Taking advantage of the coastal area, people have boldly invested in expanding production, maintaining and developing the traditional fish sauce making profession, contributing to creating livelihoods and increasing income for local workers.
According to Mr. Nguyen Van Giang, Standing Vice Chairman of Hai Xuan Commune People's Committee, the commune currently has more than 100 offshore fishing vessels, and is also strongly developing aquaculture models and fishing logistics services. Every year, the average value of agricultural and aquatic products reaches about 160 million VND/ha of cultivated land, the growth rate of product value in the period 2020 - 2025 is 11.5%/year. Total budget revenue in 2025 reaches 378 billion VND, average income per capita reaches about 87 million VND/year.
Towards sustainable development
Entering the 2025 - 2030 term, in the context of globalization and the Fourth Industrial Revolution taking place strongly, Hai Xuan commune sets the goal of developing the economy in a sustainable and modern direction, effectively exploiting the potential of the marine economy, associated with shifting production structure, applying science - technology and digital transformation in agriculture and fisheries.
Taking advantage of having more than 8 km of coastline and over 100 offshore fishing vessels, the locality continues to encourage fishermen to invest, upgrade modern fishing equipment and facilities, expand fishing grounds, and link with processing and consumption of seafood products. In addition, the commune aims to develop aquaculture in the direction of commodities, biosafety, applying VietGAP processes, and at the same time build and develop brands of typical OCOP products such as traditional fish sauce, processed seafood, high-tech snail, shrimp and fish farming.
According to the Resolution of the 1st Hai Xuan Commune Party Congress (term 2025 - 2030), by 2030, the commune strives to: Average product value growth rate reaches 7.2%/year; value of agricultural and aquatic products reaches 230 million VND/ha of cultivated land; average income per capita reaches 110 million VND/year; multidimensional poverty rate reduces below 0.5%.
To achieve the above goal, the commune focuses on mobilizing all resources to invest in developing infrastructure for the marine economic zone, encouraging households and businesses to expand production, seafood processing, and developing fishing logistics services. The locality also creates conditions for the establishment of cooperatives and cooperatives with legal status, improving production capacity, linking consumption and increasing product competitiveness. At the same time, vocational training and technical training are focused on, helping fishermen improve their skills and apply scientific and technical advances in seafood exploitation and aquaculture.
