Motivation for officers and soldiers to strive for new achievements and new feats

Imbued with the teachings of President Ho Chi Minh “Emulation is patriotism, patriotism requires emulation…”, in the period of 2019-2024, the emulation movement Determined to Win has been led, directed, and implemented comprehensively, synchronously, with focus and key points by the Party Committee and the Command of the Quang Ninh Border Guard. Thereby, it creates great motivation, encourages and motivates officers and soldiers in the entire unit to strive to overcome difficulties and challenges, rise up to achieve new achievements and feats, successfully complete assigned tasks, firmly protect the territorial sovereignty and national border security.

On the occasion of the Quang Ninh Provincial Border Guard's Emulation Congress for Victory, period 2019-2024, the Provincial Media Center reporter interviewed Colonel Le Xuan Men, Party Secretary, Political Commissar of the Provincial Border Guard Command, about the results of promoting the emulation movement for victory in the Provincial Border Guard over the past 5 years.

- Could you please tell us about the leadership and direction of the emulation and reward work and the "Determination to Win" emulation movement in the provincial Border Guard in recent years?

+ The Party Committee and the Provincial Border Guard Command identify emulation and reward work and organizing the "Determined to Win" emulation movement as important activities that create great motivation to arouse endogenous strength for the Quang Ninh Border Guard force to strive to excellently fulfill political tasks, build a clean and strong Party organization, and build a comprehensively strong unit "Exemplary model".

Accordingly, in recent years, the Party Committee and the Provincial Border Guard Command have closely followed the direction and guidance of superiors, as well as the practical situation of localities and units, implementing emulation and reward work and the "Determined to Win" emulation movement by concretizing the emulation contents and targets, associated with the implementation of resolutions of party congresses at all levels, Resolution of the 4th Central Committee (term XII, XIII) on Party building and rectification, Directive No. 05, Conclusion No. 01 of the Politburo on continuing to promote studying and following Ho Chi Minh's ideology, morality and lifestyle; the campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers" and local patriotic emulation movements, campaigns of departments, branches and organizations in the area towards the border and islands.

The Party Committee and the Provincial Border Guard Command attach importance to political and ideological education, constantly raising awareness and responsibility, building high determination in action for officers and soldiers; the emulation movement "Determination to Win" in the Provincial Border Guard always aims at successfully carrying out political tasks, overcoming weaknesses and difficulties with diverse and attractive forms, with themes, easy-to-remember and easy-to-implement names, specific criteria, practical and effective content. During the implementation process, the Party Committees and commanders at all levels in the Provincial Border Guard regularly monitor, make preliminary assessments, summarize, review, and supplement new factors in the implementation of the movement to replicate typical advanced examples; create a vibrant emulation atmosphere in agencies and units.

- With the drastic direction, the emulation movement "Determination to Win" in the provincial Border Guard has had innovations, creativity and achieved what outstanding results in recent years, Colonel?

+ Over the past 5 years, the emulation movement "Determination to Win" in the Provincial Border Guard has been vibrant, widespread, in-depth and brought many positive results.

Notably, the provincial Border Guard force has proactively grasped and accurately forecasted the internal and external situation and advised and proposed to superiors policies and measures for leadership and direction on the management and protection of territorial sovereignty and national border security closely, correctly and effectively. Thereby, incidents on the border and sea have been promptly handled in accordance with policies, countermeasures, laws of Vietnam and international law, avoiding being passively surprised. The provincial Border Guard force has also organized 72,879 teams/376,665 officers and soldiers to participate in patrolling, controlling, observing and ambushing. It has promptly detected and chased away 19 cases/185 foreign fishing vessels violating sovereignty and illegally exploiting aquatic resources. It has successfully organized and fought against 26 special projects and professional plans; arrested and handled 2,856 cases/6,304 subjects/2,094 violating vehicles.

In particular, during the outbreak of the Covid-19 epidemic, the Provincial Border Guard took the lead in coordinating with other forces to deploy a total of 104 teams/440 officers and soldiers, 7 mobile teams/47 officers and soldiers to regularly patrol, control, fight, prevent crimes and illegal immigration activities; strictly control and prevent violations, not allowing the Covid-19 epidemic to penetrate from outside the border into Vietnam.

The "Determination to Win" emulation movement has also contributed to improving the quality and efficiency of management and control of immigration at land border gates and seaports; innovating business processes in the spirit of administrative procedure reform associated with the application of information technology, ensuring border gate circulation, creating favorable conditions for enterprises exporting goods, contributing to the socio-economic development of the province. Border foreign affairs have been carried out actively, proactively, diversely, expanded and effectively, contributing to solving border issues, building a peaceful, friendly, cooperative and developed border.

Responding to the emulation movement "Determined to Win", the provincial Border Guard force has actively participated in building and consolidating political bases, developing economy, culture and society in border areas. In particular, the provincial Border Guard introduced 5 comrades who are Station Chiefs and Political Commissars of border stations to join the Party Executive Committee of border districts and cities for the 2020-2025 term; maintained 24 Border Guard officers holding the position of Deputy Secretary of the Party Committee of border communes and wards; 3 comrades participated in the People's Council at the commune level for the 2021-2026 term; 95 Border Guard officers are party members participating in Party cell activities in border villages and hamlets, 356 officers and party members were assigned to be in charge of 1,490 households in border and island areas. Advised the Provincial People's Committee to launch the emulation movement "All people participate in protecting territorial sovereignty and national border security in the new situation", and was recognized as the first province in the country to have a specialized emulation movement on borders and islands.

The provincial Border Guard also effectively implemented movements, programs and models to help people develop socio-economic development such as: "Quang Ninh Provincial Border Guard joins hands to build new rural areas", "Quang Ninh Provincial Border Guard joins hands for the poor - No one is left behind", "Helping children go to school - Adopted children of border guards", "Border shelter"... Through these activities, it has contributed to the socio-economic development of the border area; strengthening the increasingly strong solidarity between the army and the people; building a strong people's border defense...

With the achievements, from 2019 to present, the Provincial Border Guard has had 322 collectives and 968 individuals being commended at all levels; the Provincial Border Guard collective was awarded certificates of merit by the Government and the Ministry of National Defense; and the Provincial People's Committee awarded emulation flags...

- In order for the emulation and reward work in the provincial Border Guard to become more in-depth, effective and practical, how will the Provincial Border Guard Party Committee continue to direct and orient in the coming time, Colonel?

+ In order for the emulation movement to win to go deeper and achieve real results, in the coming time, the Party Committee and the Provincial Border Guard Command will continue to thoroughly grasp and seriously implement the directives and resolutions of the higher levels. In which, the Party Committee and the Provincial Border Guard Command will advise all levels, sectors and localities to effectively implement Resolution No. 23-NQ/TU dated March 3, 2024 of the Provincial Party Committee on strengthening the Party's leadership in the task of building, managing and protecting the national border in Quang Ninh province and building a comprehensively strong provincial Border Guard force to meet the requirements and tasks in the new situation to bring the resolution into life.

The provincial Border Guard will also strengthen the direction of innovation in education and propaganda work, raising awareness of officers and soldiers in the entire unit about the position, meaning and importance of the "Determined to Win" emulation movement; focus the emulation content on excellently completing the political tasks of agencies and units; at the same time, link the "Determined to Win" emulation movement with patriotic emulation movements, campaigns of the industry, locality, unit... thereby, creating a sense of self-awareness and striving of each officer and soldier in the entire unit.

The Provincial Border Guard Party Committee will also focus on improving the leadership capacity and fighting strength of Party committees and organizations, directly the role of Party cells, promoting the pioneering and exemplary role of cadres and Party members in performing their tasks. Continue to pay attention to doing a good job of rewarding and promptly praising collectives and individuals with outstanding achievements. Focus on discovering, nurturing and replicating advanced models to ensure comprehensiveness, substance, focus on the grassroots and have high spreading effect to set an example for learning. From there, arouse the endogenous strength so that officers and soldiers in the unit are highly determined to strive to excellently complete assigned political tasks, firmly protect the territorial sovereignty, border security, sea and island areas of the province.
