Dong Nai plans to assign commune level to manage district roads

(DN) - On May 13, Vice Chairman of the Provincial People's Committee Ho Van Ha chaired a meeting with units and localities to listen to reports on the plan to decentralize the management of district roads in the province when dissolving district-level governments to implement the 2-level local government model.

According to the Department of Construction, the province currently has more than 1,700 km of district roads managed by the districts. District roads are basically invested according to the plan. Meanwhile, when Binh Phuoc province is merged with Dong Nai province, the length of district roads in Dong Nai province is only nearly 4,700 km.

Regarding the plan to decentralize the management of district roads in the province when dissolving the district level to implement the 2-level local government model, the Department of Construction proposed 3 decentralization plans including:

Option 1, the provincial level manages all district roads.

Option 2: The provincial level manages district roads passing through two or more communes, and the commune level manages district roads passing entirely within that commune.

Option 3: The provincial level does not manage district roads, the commune level manages district roads passing through the commune, divided according to the administrative boundaries of the commune level.

Analyzing the advantages and disadvantages of the above options, the Department of Construction proposed implementing option 3 because it is consistent with the general policy of strengthening decentralization and delegation of power to localities; communes are proactive in managing and handling arising issues on roads in their area; the length of roads managed by each commune is not large.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha assessed that option 3 is the most reasonable option. However, to agree on the best option, the districts will review, evaluate and select the most suitable option among the above 3 options and send it to the Department of Construction for synthesis and completion of the report to the Provincial People's Committee. During the implementation process, localities can study and propose new options in the most suitable and convenient direction for management after dissolving the district-level government and implementing the 2-level local government model.
