Dong Nai reviews and adjusts planning to solve real estate difficulties

Subdivision C4 has 1,500 hectares with a series of real estate projects reviewed and adjusted by Dong Nai Provincial People's Committee.

On June 9, the People's Committee of Dong Nai province held a meeting to review and adjust the C4 subdivision planning and the general planning of Bien Hoa city. The move came after the province worked with the Ministry of Construction to resolve some legal problems in real estate projects in the city.

At the meeting, Chairman of the Provincial People's Committee Cao Tien Dung requested Bien Hoa City to coordinate with the Department of Construction to continue working with project investors, clarifying the proposed contents of detailed planning adjustments and the reasons for adjustments. This content must be completed and reported to the Provincial People's Committee on June 12 to have a basis for working with the Central agency.

"The proposal to adjust the detailed planning of projects must meet all the permitted conditions. Regarding the conditions to allow investors to sell houses, areas that are suitable for the detailed planning, and construction according to the permit, the Department of Construction will review the legal regulations to handle the business," said Mr. Dung.

Subdivision C4 has an area of ​​about 1,500 hectares, including two areas: the entire Long Hung commune and a part of the southwest of Tam Phuoc ward - Cu Lao Phuoc Hung. In the area of ​​subdivision C4, investors have recently implemented residential and urban area projects such as Long Hung, Dong Nai WaterFront; Aquacity; Cu Lao Phuoc Hung high-end commercial service urban area.

Last May, the Provincial People's Committee proposed to the Prime Minister to allow the locality to partially adjust the general planning of Bien Hoa City to soon remove difficulties and obstacles for a number of real estate projects.

Dong Nai province said that the project to adjust the general planning of Bien Hoa city was approved by the provincial People's Committee for overall adjustment in July 2014; the C4 subdivision planning was approved in September 2016.

However, at the time of approval of the general planning and zoning planning, the detailed planning documents at the scale of 1/500 of previously approved projects were not fully updated. Due to the differences between the plans, residential and urban area projects, including those of Nova Real Estate Investment Group Corporation in Long Hung Commune and Tam Phuoc Ward, are having to temporarily suspend construction and business.

Previously, Nova Real Estate Investment Group had sent a petition to the state leaders for help with a series of projects in subdivision C4, Bien Hoa City. According to this group, the above land fund originated from the separation of the project or Novaland received a transfer of part of the project from first-level investors.

At the time of transfer, these projects had been approved by competent authorities for investment policy, detailed construction planning at a scale of 1/500, land allocation, land lease for implementation, construction permits, and in fact, Novaland had also invested in construction.

However, for nearly two years now, the approval of related plans has been delayed, making it impossible for businesses to carry out investment and construction procedures to implement business at these projects. The problems are related to the lack of consistency between the general plans of Bien Hoa city, the C4 subdivision plan, the detailed plans of the projects and the issue of land allocation for social housing construction at the above projects.

Faced with the difficult situation of the real estate market, Deputy Prime Minister Tran Hong Ha also assigned the Ministry of Construction and the Ministry of Natural Resources and Environment to set up a working group to resolve problems with Novaland projects in Dong Nai and Binh Thuan.
