During the meeting, representatives from the Industrial Park Development Corporation (Sonadezi) stated that Bien Hoa 1 Industrial Park currently has nearly 70 businesses leasing land, some of which have expired leases, some are nearing the end of their contracts, and most still have remaining lease terms.
The company also reported several difficulties and obstacles, including situations where businesses lease land and then sublease it but use it for purposes other than intended, refuse to terminate lease contracts after the lease expires, and owe land rent from previous years.
Leaders of departments and agencies have offered suggestions and proposed several solutions to expedite land clearance in Bien Hoa 1 Industrial Park, such as: revoking business licenses/investment certificates for enterprises that sublease land for purposes other than those intended; reclaiming land from enterprises whose land leases have expired; and inspecting compliance with regulations on environmental permits and fire safety, and proposing appropriate action based on the findings.

Regarding land use rights auctions, the province did not have any land plots successfully auctioned between 2022 and 2024.
In 2025, the Provincial People's Committee issued a plan to auction 37 land plots with a total value of nearly 21 trillion VND according to the land price list. To date, only 3 land plots have met the conditions to be auctioned in May and June. For the remaining land plots, the Provincial Land Fund Development Center is coordinating with relevant units and localities to complete the legal procedures regarding land and planning to prepare auction plans, submit them to the Provincial People's Committee for approval of the auction plan and starting price, and issue auction decisions.
At this meeting, the Vice Chairman of the Provincial People's Committee requested the establishment of two special task forces. Task Force 1, headed by a leader from the Department of Construction, will assist the province in relocating businesses and clearing land for the Bien Hoa 1 Industrial Park; Task Force 2, headed by a leader from the Department of Agriculture and Environment, will assist the province in conducting land auctions. The working spirit of these task forces is to be swift, efficient, and error-free.
According to the provincial People's Committee leaders, the conversion of the Bien Hoa 1 Industrial Park's function and the land auction are both urgent tasks for the province's current development. Regarding land clearance for Bien Hoa 1 Industrial Park, the initial steps involve raising awareness and persuading businesses based on the principle of "harmonious benefits and shared risks"; followed by applying state management tools related to taxation, environment, fire prevention and control; and finally, applying coercive land recovery according to regulations.

During the meeting, Chairman of the Provincial People's Council Thai Bao requested the Provincial People's Committee to direct Sonadezi to collect land tax according to regulations and resolutely reclaim land immediately from enterprises that use land for improper purposes or whose land lease has expired.
"The land clearance for the 75-hectare auctioned land area and the 105-hectare land area planned for the construction of the province's new Political and Administrative Center must be completed no later than August 25, 2025," emphasized Thai Bao, Chairman of the Provincial People's Council.
To achieve this, the Provincial People's Committee is focusing on directing the construction of a roadmap, specifying deadlines for completing asset inventory and valuation, and for finalizing, reviewing, and approving compensation plans. In addition, contingency plans need to be considered. In cases where all procedures are followed correctly and legally, but the enterprise fails to comply by the deadline outlined in the roadmap, legal action will be necessary.
