Dong Nai established two special working groups to clear the Bien Hoa 1 Industrial Park and auction land.

(DN) - On May 5, Member of the Provincial Party Standing Committee, Chairman of the Provincial People's Council Thai Bao; Vice Chairman of the Provincial People's Committee Ho Van Ha listened to the Provincial Land Fund Development Center and departments and branches report on the progress of the Project to Convert Bien Hoa 1 Industrial Park into an Urban - Commercial - Service Area and Environmental Improvement; and the results of the implementation of the land use rights auction plan in 2025.

At the meeting, a representative of the Industrial Park Development Corporation (Sonadezi) said that Bien Hoa 1 Industrial Park currently has nearly 70 enterprises leasing land, including enterprises whose lease term has expired, enterprises whose contracts are nearing the end of their contracts, and most of which are still in their lease term.

The company also reported some difficulties and problems such as businesses renting land and then subleasing it but not using it for the right purpose, not terminating the land lease term, and owing land rent from previous years.

Leaders of departments and branches have contributed ideas and proposed a number of solutions to speed up site clearance for Bien Hoa 1 Industrial Park such as: revoking business licenses/investment certificates for enterprises that sublease land for improper purposes; reclaiming land for enterprises whose land lease term has expired; checking compliance with regulations on environmental licenses and fire prevention and fighting, on that basis, proposing handling measures.

Regarding the auction of land use rights, from 2022 to 2024, the province will not have any land successfully auctioned.

In 2025, the Provincial People's Committee issued a plan to auction 37 land plots with a total amount of nearly 21 trillion VND according to the land price list. Up to now, only 3 land plots meet all the conditions to be auctioned in May and June. For the remaining land plots, the Provincial Land Fund Development Center is coordinating with units and localities to complete legal procedures on land and planning to prepare an auction plan, submit it to the Provincial People's Committee for approval of the auction plan and starting price, and issue an auction decision.

At this meeting, the Vice Chairman of the Provincial People's Committee requested the establishment of two special working groups, of which Group 1 is headed by the leader of the Department of Construction to help the province carry out the task of relocating enterprises and clearing the land of Bien Hoa 1 Industrial Park; Group 2 is headed by the leader of the Department of Agriculture and Environment to help the province carry out the task of land auction. The working spirit of these working groups is fast, effective and error-free.

According to the leaders of the Provincial People's Committee, converting the functions of Bien Hoa 1 Industrial Park and auctioning land are both urgent tasks for the current development of the province. For site clearance of Bien Hoa 1 Industrial Park, the first step is to propagate and mobilize enterprises in the spirit of "harmonious benefits, shared risks"; next is to apply state management tools on tax, environment, fire prevention and fighting and finally apply compulsory land recovery according to regulations.

At the meeting, Chairman of the Provincial People's Council Thai Bao requested the Provincial People's Committee to direct Sonadezi to collect land tax according to regulations and resolutely reclaim land immediately from enterprises that use land for the wrong purpose and when the land lease term has expired.

“No later than August 25, 2025, the site clearance for the 75-hectare auctioned land and the 105-hectare planned land for the construction of the province's new Political -Administrative Center must be completed,” emphasized Chairman of the Provincial People's Council Thai Bao.

To do this, the Provincial People's Committee is interested in directing the construction of the gantt line, the time frame for completing the asset inventory and asset valuation; the time frame for completing the establishment, appraisal, and approval of the compensation plan. In addition, it is necessary to calculate the backup plan, in case the process is fully implemented, in accordance with legal regulations, but when the deadline according to the gantt line comes, the enterprise is forced to use legal means.
