Southeast region aims to become the center of industry 4.0

Many localities in the Southeast have been actively implementing the National Strategy on the 4.0 industrial revolution, aiming to create a breakthrough towards becoming a 4.0 industrial center.

Resolution No. 57-NQ/TW of the Politburo on “breakthrough in science, technology, innovation and national digital transformation” is considered a guideline for development in the new era, of strategic significance, marking an important turning point of the country in the fields of science, technology, innovation and digital transformation.

Many localities in the Southeast region have been actively implementing the National Strategy on the 4.0 industrial revolution, aiming to create breakthroughs, develop sustainable economies , and become the 4.0 industrial center of the country.

Leading innovation and digital transformation

With many potentials and advantages to promote science , technology, innovation and digital transformation, Dong Nai province sets a goal of striving to develop a sustainable digital technology industry by 2030 with the core being the Long Thanh Concentrated Information Technology Park, at the same time forming a digital technology industry ecosystem with strategic technologies including: semiconductors, data centers, artificial intelligence (AI), Internet of Things (IoT), big data, cloud, blockchain...

According to Director of the Department of Science and Technology Ta Quang Truong, Dong Nai has an important strategic position, being the gateway connecting the key economic region of the South.

Especially when Long Thanh International Airport comes into operation, it will facilitate the application of high technology in logistics and production.

In addition, the province has a strong industrial base; of which, there are 31 operating industrial parks ready to apply technology into sustainable production and business. Abundant young labor resources are the foundation for training digital technology human resources, serving economic innovation. Natural resources and conditions are favorable for applying green technology to agriculture and renewable energy.

In recent times, Binh Duong province has become one of the leading localities in the country in implementing the National Strategy on Industrial Revolution 4.0. Binh Duong currently has a strongly developed industrial infrastructure and is one of the major production centers of the country.

To meet the development needs in the era of Industry 4.0, Binh Duong has built a smart industrial development strategy, in which the application of digital technology in production, services and management is considered a core factor to increase productivity, improve labor quality, products and sustainable development.

Implementing the development strategy, Binh Duong is also actively implementing the construction of a smart city - Innovation Zone, contributing to positioning Binh Duong as one of the pioneering provinces and cities promoting innovation and startups.

At the same time, Binh Duong is actively supporting businesses to access and interact with the dynamic innovation ecosystem of the country and the region to promote innovation, digital transformation, technology application, improve business operations; connect Binh Duong's innovation ecosystem with the national and international ecosystems, and enhance the capacity of the province's innovation ecosystem.

As the economic locomotive of the country, Ho Chi Minh City is among the top 5 provinces and cities in the country in terms of competitiveness and digital government development. The rate of online public service usage by people and businesses is over 80%, the rate of cashless transactions is over 80%, and the rate of businesses with innovative activities is over 40% of the total number of businesses.

In addition, Ho Chi Minh City is also among the leading localities in terms of safety, cyber security, data security and data protection. The development of digital society, digital citizens and digital cultural industry has reached a high level nationwide, contributing significantly to the construction and development of cultural values, society and people of Vietnam. The contribution rate of total factor productivity (TFP) to economic growth is over 55%.

Striving to become the country's 4.0 industrial center

Clearly identifying the development of digital technology infrastructure as one of the top priorities in the strategy of the 4.0 technology revolution, Binh Duong focuses on investing heavily in developing network connection systems, ensuring the provision of high-speed internet and building modern data centers to serve the storage and processing of large amounts of information.

Up to now, Binh Duong has deployed industrial parks with modern technological infrastructure, quickly connecting to global systems to create favorable conditions for businesses to apply advanced technology to production activities.

Binh Duong also identified the development of e-government as a foundation towards digital government as an important task to modernize the administration, contributing to strongly improving the investment and business environment, attracting investment and promoting socio-economic development of the province.

According to Director of the Department of Science and Technology Ta Quang Truong, Dong Nai needs to emphasize bringing technology into economic and social life and innovation, combining high-tech industry, green transformation, human resource training and mobilizing resources through development investment funds with a roadmap for science, technology, innovation and digital transformation development.

The roadmap is expected to have the following phases: phase 2025-2026, creating development acceleration, aiming to create a foundation such as raising awareness, thinking about the role and mission of science and technology development, innovation and digital transformation. The locality will establish an advisory council, Dong Nai science and technology fund; promote the application of digital technology in the activities of state agencies...

In the 2027-2030 period, the province will promote the application of technology into life through endogenous innovation, develop high-tech and green industries with digital human resources, and complete the Internet "superhighway" infrastructure with the expectation of forming an ecosystem of science, technology, green innovation and high technology.

In the 2030-2040 period, we aim to expand high-tech and green industries, bringing technology into comprehensive life through innovation, with digital human resources and science and technology funds as the main driving forces...

Ho Chi Minh City People's Committee has just issued a plan to implement the Action Program on implementing Resolution No. 57-NQ/TW of the Politburo.

The city aims to have research and development (R&D) spending reach 2% of GRDP by 2030; allocate at least 3% of total annual budget expenditure for science, technology, innovation, digital transformation development and gradually increase according to development requirements.

Ho Chi Minh City strives for the digital economy to contribute about 40% to GRDP; develop at least one new concentrated information technology park. Attract some of the world's leading technology organizations and enterprises to set up headquarters, invest in research and production in Ho Chi Minh City, including at least one strategic investor in the High-Tech Park.

Regarding the vision to 2045, Ho Chi Minh City will become a center for research and application of high technology in Southeast Asia by 2045, with a sustainable science-technology and innovation ecosystem. Science, technology, innovation and digital transformation will develop steadily, contributing to the development of Ho Chi Minh City, with an average income per capita among the highest in the country./.
