Sam Son is among the leading localities in Thanh Hoa province in terms of socio -economic growth rate. To achieve this result, the city has identified one of the decisive breakthroughs as the effective implementation of land clearance work.

In recent years, Sam Son City has become an attractive tourist destination in Thanh Hoa province. In particular, Sam Son has been chosen by many large investors such as Sun Group , with multi-billion dollar tourism projects already under construction and in operation. Along with this, the city has consistently invested in improving and upgrading urban and tourism infrastructure, while also protecting the ecological environment and urban landscape. Infrastructure development for industrial clusters and craft villages is also underway. To ensure project progress, land clearance is the first and foremost factor.

To ensure the effective implementation of land compensation and clearance work, exceeding the targets set by the Provincial People's Committee, the city is focusing on decisively and promptly resolving difficulties and obstacles, especially for large and key projects. Simultaneously, attention is being paid to resettlement arrangements and stabilizing people's lives, creating livelihoods for them. Regulations, rules, and guidelines on compensation and land clearance are being reviewed and submitted to competent authorities for consideration. The city continues to strengthen and streamline its advisory and support apparatus, ensuring sufficient qualified and responsible officials and civil servants are assigned to carry out land clearance work; while also paying attention to the political rights and policies for officials and civil servants. The city is determined to remove from the system any officials who abuse their positions and authority for personal gain or group interests in land inventory, compensation, clearance, and resettlement. To resolve bottlenecks in land clearance, planning and mobilizing resources to build resettlement areas with synchronous and modern infrastructure, ensuring better living conditions than the old ones, is crucial to encourage people to readily accept compensation and move to new homes. The entire political system must be mobilized in land clearance work. Propaganda should be intensified regarding the province's and city's general policies on land clearance and the objectives of each project, especially those involving land use rights auctions and land-use projects. The exemplary role of officials and Party members in land clearance work should be promoted. Effective efforts should be made to encourage public support for the city's policies on land acquisition and socio-economic development. The responsibility of leaders should be emphasized, requiring the chairmen of the People's Committees of communes and wards to directly supervise and bear personal responsibility for delays in land clearance work within their jurisdiction (regarding land origin verification and other tasks within their authority). Organize regular weekly and monthly meetings on land clearance work, and promptly report any difficulties and obstacles to the competent authorities for consideration and resolution...

Each year, the city's land clearance work consistently achieves high efficiency and exceeds the provincial plan, always ranking among the leading localities in the province. Specifically, in 2021, it achieved 199.8 hectares (exceeding the plan by 6.3%); in 2022, it achieved 156.4 hectares (exceeding the plan by 2.6%); and in 2023, it exceeded the provincial plan by 10% (61.8 hectares). In 2024, the city committed to the land clearance progress with the province for 17 projects, totaling 52.24 hectares. As a result, 53.67 hectares have been completely cleared, reaching 102.7% of the plan; 67.84 hectares have been surveyed and inventoried, reaching 129.9% of the plan; and compensation and support plans for land clearance have been prepared for 64.31 hectares, reaching 123.1% of the plan.

The year 2025 plays a decisive role in the implementation of the city's socio-economic development plan for the 2020-2025 period. Therefore, land clearance work has been addressed decisively. The City Party Committee and the City People's Committee have focused on leading and directing the implementation of land clearance work according to Plan No. 02/KH-UBND dated January 2, 2025, of the Thanh Hoa Provincial People's Committee. Accordingly, the city has committed to the province on the progress of land clearance for 11 projects, covering an area of ​​25.99 hectares (including 9 public investment projects, with an area requiring land clearance of 15.2 hectares, and 2 investment projects of enterprises, with an area requiring land clearance of 10.79 hectares). To date, the city's Party Committee and government are actively implementing land clearance work to ensure that the committed progress is met and exceeded according to the assigned plan.
