Lack of money to pay people
The project plan for “Repairing and restoring the section Km0 - Km1+700 of the old DT609 route” passing through Vinh Dien and Dien An (Dien Ban) which was scheduled to start on May 31, 2019 and be completed in 2021 could not be implemented. After 4 adjustments to extend the implementation time, the project can now be completed on January 31, 2025.
According to the Construction Investment Project Management Board (investor), the project's construction progress has been prolonged due to problems with compensation and site clearance (B-GPMB).
In addition, during the actual inventory process, the project's land acquisition and clearance costs increased significantly (15.9/9.2 billion VND) compared to the initially approved value, so the project had to adjust investment procedures many times, causing disruption to the investment cycle.
The above project was approved by the Provincial People's Committee for investment on May 31, 2019 and then adjusted many times; the total investment is more than 42 billion VND. The capital plan allocated and disbursed in the period 2016 - 2020 is 22.2 billion VND.
The medium-term public investment capital plan, period 2021 - 2025, the project is allocated nearly 18 billion VND, including: the provincial budget capital plan is 14 billion VND, but only nearly 10.1 billion VND has been arranged in the annual public investment plan for the project. The remaining capital plan has not been arranged according to the medium-term public investment plan of more than 3.9 billion VND.
According to the Provincial People's Committee, the total cost of BT-GPMB of the project approved by the Dien Ban Town People's Committee to date is 15.9 billion VND (provincial budget 70%). The progress of implementation of GPMB and handover of the site has reached 100%.
The total capital spent on site clearance work to date is nearly 14 billion VND. The remaining cost has not been allocated enough capital to provide for the people according to the approved compensation plan, which is more than 1.9 billion VND. This amount is part of the provincial budget expenditure task.
However, due to the project's overdue capital allocation, it is not possible to ensure the conditions for capital allocation in 2025. The town budget has allocated sufficient land acquisition costs according to the approved structure. Currently, the actual construction volume has reached 100%.
Mr. Tran Duy Phuc - Deputy Director of the Provincial Construction Investment Project Management Board said that the investor has coordinated with the Dien Ban Town Land Fund Development Center to mobilize people to hand over the site for construction while the land acquisition and clearance fund has not been fully allocated according to the approved plan. The project has been completed.
Many households that have not received compensation have come to the Dien Ban Town Land Fund Development Center to request payment, but there is no source for disbursement.
Timely and reasonable decisions
This project is in Group C, according to the 2024 Public Investment Law, the capital allocation period for project implementation shall not exceed 3 years. Capital allocation from 2019, the Provincial People's Council has allowed the extension of the capital allocation plan until the end of 2024. However, the project has not been completed yet, forcing the extension of time.
Also according to Mr. Tran Duy Phuc, according to regulations, this project must register its public investment capital needs for 2025 before October 25, 2024, but because the BT-GPMB cost exceeds the value of the total approved investment, the investment policy and project must be adjusted, so it is not legally sufficient to register the capital needs according to the announcement.
Through many steps and procedures, the Provincial People's Committee approved the project adjustment on January 16, 2025, so it is not possible to register the capital demand before October 25, 2024 in accordance with regulations.
A review of the failure to register additional capital needs in 2025 for the above project was opened on March 14, 2025. Specifically: Dien Ban Town Land Fund Development Center was slow to provide BT-GPMB plan documents to the Construction Investment Project Management Board for approval, adjustment and supplementation in accordance with regulations.
The project management board lacked responsibility in closely coordinating with local authorities and relevant departments in approving project adjustment documents and procedures, leading to a very long project adjustment time.
As of March 18, 2025, the investor has registered to supplement the public investment capital demand in 2025 by more than 3.9 billion VND, of which the cost of compensation, site clearance and resettlement for Dien Ban town is more than 1.9 billion VND.
Mr. Nguyen Duc - Head of the Economic - Budget Committee of the Provincial People's Council said that the project has basically been completed, overcoming all the problems. Currently, only the remaining part of the budget to pay for households according to the approved plan remains to be processed.
The project has exceeded the prescribed capital allocation period, so it is necessary and within the authority to continue extending the capital allocation period for the project until 2025. The investor promptly handles the BT-GPMB funding source for the people, pays for construction and installation volume, settles BT-GPMB costs, completes payment procedures, approves the overall project settlement, and avoids prolongation.
Vice Chairman of the Provincial People's Committee Tran Nam Hung said: "The Provincial People's Committee will review and allocate sufficient provincial budget capital in 2025. It will direct the Construction Investment Project Management Board and Dien Ban Town People's Committee to be responsible for implementing the remaining tasks, completing, handing over and putting into use, and at the same time carrying out payment procedures and approving project settlement."
