Component project 1 - Coastal road: Resolutely mobilizing people to agree to hand over the site

Determining that Component Project 1 - Coastal Road is very important for the socio-economic development of the province, recently, the investor and localities have focused on coordinating to implement compensation and site clearance work.

Mr. Nguyen Ngoc Quy, Director of the Traffic Construction Investment Project Management Board (under the Department of Construction) said: Component Project 1 - Coastal Road includes 3 sections with a total length of 80km, including: Nam Roon - Quang Phuc 21.9km long; Nam Cau Ly Hoa - Quang Phu 15.5km long; Ha Trung - Mach Nuoc 42.6km long (not including the 5.8km long section through FLC implemented by the investor). The project has a total investment of 2,197 billion VND. The total land area recovered for the project is 199.33ha, passing through 16 communes and wards of 6 districts, towns and cities; affecting 1,046 households and 37 organizations.

Contractor Son Hai Group Company Limited supports people in Hai Ninh commune (Quang Ninh) to dismantle assets in shrimp ponds within the scope of component project 1 - Coastal Road.

Although the construction site area was handed over 71.06/80km (88.8%) a long time ago, the remaining area has encountered difficulties for a long time, unable to complete compensation and site clearance for works, houses, especially aquaculture farms of people and organizations.

Specifically, 21 households in aquaculture and livestock farming along the entire route were affected with an area of ​​4.52km (Dong Hoi 4 households, Le Thuy 4 households, Quang Ninh 4 households, Bo Trach 1 household, Quang Trach 5 households, Ba Don 3 households); this is currently the biggest problem that needs to be focused on solving. This problem is also the main reason why the handed over land is intermittent and discontinuous, causing many difficulties in the implementation of construction by contractors and if they want to construct, they have to do it in a very difficult "leapfrog" manner.

Mr. Nguyen Van Phong, in charge of the construction of the XL-05 package (Son Hai Group Company Limited), said that the construction unit is constructing a 22km section passing through Dong Hoi City, Quang Ninh District and Le Thuy. Since February 2022, the unit has started construction of the project, however, the site was handed over to the construction unit intermittently and discontinuously, so the construction was ineffective and costly for the contractor. And due to many obstacles, so far only about 4km of stone has been paved. It is expected that the unit will pave asphalt concrete next week. In addition, at some locations where the site was handed over, the unit has constructed bridges, culverts, and roadbeds.

Officers and soldiers of Nhat Le Border Guard Station support Mr. Nguyen Ngoc Thanh's household (Hai Ninh commune) in dismantling the construction within the project scope.

According to Mr. Phong, recently, with the drastic intervention of the provincial leaders, local authorities, many households in Hai Ninh commune (Quang Ninh) have voluntarily dismantled constructions within the project area with the support of machinery, human resources from the company and the Border Guard force. If all goes well, in the coming time, with sunny weather, the unit will have more land for construction.

Lieutenant Colonel Phan Quang Thanh, Chief of Nhat Le Border Guard Station, said that in the past time, the unit's officers and soldiers, together with local authorities and organizations, have focused on mobilizing households in Hai Ninh commune to voluntarily dismantle their constructions and assets to hand over the site for construction. At the same time, the Border Guard Station and the construction unit have also actively supported the households in dismantling their equipment and assets.

"We will continue to propagate and mobilize households to agree to hand over the land, and at the same time send forces to support and help people dismantle assets and equipment in the aquaculture ponds," said Lieutenant Colonel Phan Quang Thanh.

Currently, the Component 1 Project - Coastal Road is basically completing the bridge and drainage works on the route within the scope of the handed-over site. Contractors are focusing on constructing the roadbed and foundation, the construction volume has reached 714/1,463 billion VND (49%). Implementing the direction of the Provincial People's Committee, the project is expected to be completed in 2025, Mr. Nguyen Ngoc Quy added.

Mr. Ho Chi Lam, Head of Project 1, Traffic Construction Investment Project Management Board (Department of Construction) said that starting from March 2, some households in Hai Ninh commune voluntarily dismantled and handed over the land in the area recovered for project implementation. It is expected that after handing over the land, the contractor will have an additional 200m to continue construction. In addition to the households that have handed over the land, there are still some households that are in the process of applying compensation prices.

After a long period of stagnation due to site clearance issues, the 15.5km-long South Ly Hoa-Quang Phu Bridge project by the joint venture of Dat Phuong Group Joint Stock Company - Hai Dang Joint Stock Company - Road and Bridge Joint Stock Company 10 is actively implementing dozens of construction projects. At the construction site, contractors are mobilizing maximum means and machinery to make up for bad weather and site clearance issues. Mr. Phan Vinh, Project Consultant (Department of Construction) said that, in terms of the length of this package, contractors have paved 10km. In the coming time, the locality will continue to hand over to contractors an additional 500m of the site that has been blocked. And with contractors mobilizing more machinery and workers, the site is continuously handed over by the locality, the package will be completed according to the plan required by the Provincial People's Committee.

At the Nam Roon-Quang Phuc project, the local government is also urgently handing over the remaining land for contractors to construct. Mr. Pham Quang Bien, project supervision consultant, said that this project is 21.9km long, with about 800m of land still stuck. Quang Trach district, Ba Don town and the investor are trying to hand over this May to facilitate construction.
