For nearly a year, people have been living miserably because of dust, noise and houses like tunnels.
According to VTC News reporters, in recent days, the construction of National Highway 19 (QL19) under the project to enhance traffic connectivity in the Central Highlands - Binh Dinh region, through Ta Giang 2 village, Tay Giang commune, Tay Son district (Binh Dinh) has been temporarily suspended due to protests from many households.
In reality, the roadbed of National Highway 19 is built too high, making life difficult for the people. Dozens of households have turned their frontage houses into “basements” that are unable to do business… and this has led to many environmental problems caused by the road construction.
The road surface is too high compared to the houses on both sides.
Ms. Nguyen Thi Nghiem (77 years old), who has lived in Ta Giang 2, Tay Giang commune, Tay Son district since 1976, said that for nearly a year her house has lacked sunlight because she always had to close the door, and dust from the road surface rolled down because her house was more than 3m lower than the road surface. When it rained heavily, water from the road washed into the house.
“ I am old now, how can I do business with a house that is so low on the street? Even moving vehicles up and down is difficult. The car has been covered with a blanket in the house for a year now ,” Ms. Nghiem shared.
According to Ms. Nghiem, currently in Ta Giang village, there are 33 households affected by the construction project of National Highway 19. Many houses of people in Ta Giang 2 village are always covered with tarpaulins to prevent dust from the construction project of National Highway 19.
The yard of Mrs. Nguyen Thi Nghiem's house (77 years old) is small, every day the convoy of cars moves as if "walking on top".
Mr. Duong Ky's family (62 years old) among 33 households affected by the construction project of Highway 19 spoke up, the biggest concern when constructing Highway 19 is that the road surface is too high compared to the house, making it risky and unsafe for people to move up and down the road. For example, many people have fallen while going up and down the road and the most seriously injured person is Mr. Ky.
“ A month ago, I fell while riding my motorbike from the street to my house. As a result, I cracked 4 ribs and had to be treated at Binh Dinh General Hospital. In a few days, I will have to go to Ho Chi Minh City for a check-up ,” Mr. Ky said indignantly.
Not only Mrs. Nghiem and Mr. Ky's families, but also many other households expressed concern about the construction of the roadbed on National Highway 19, causing cracks and deterioration in the foundations and walls of households. Some households could not bear it and had to move to another place to live.
Stop the work because there is no satisfactory solution.
At the end of April 2023, Tay Son District People's Committee and Project Management Board 2 held a meeting to consult with the community and agreed on the design plan for bridges, roads and auxiliary works to ensure safety for people, including the construction and expansion of the feeder road right in front of the sugar factory and on the left side of the border with Quy Nhon City.
Houses in the construction area must be covered with tarps to prevent dust from the road from washing down to the house.
Project Management Board 2 has adjusted the design plan, and handed over the site clearance piles to the local authorities to carry out the inventory and compensation price assessment and develop a compensation plan to support the site clearance. Currently, the project has not yet received the construction site and has not been permitted by the community of Ta Giang village (Tay Giang commune) to continue construction.
The suspension of construction of National Highway 19 from October 2022 through Ta Giang 2 village has caused the road surface to be uneven for a long time, making it difficult for traffic to pass through.
At the meeting to solicit public opinions, Project Management Board 2 agreed to speed up the inspection and recording of the current status of people's houses and constructions along both sides of National Highway 19 before construction to have a basis for consideration and a plan to compensate for damages to ensure the legitimate rights of people in accordance with the law.
At the same time, specifically commit to compensate for damage to houses of households if cracks are caused by the construction process of this project so that people can agree and comply with the provisions of law.
Mr. Phan Chi Hung, Chairman of Tay Son District People's Committee, said that the District People's Committee is conducting a survey to determine compensation prices and develop a compensation plan to support land acquisition. However, because the land acquisition markers assigned by Project Management Board 2 are not clear, the District People's Committee is requesting Project Management Board 2 to re-assign the land acquisition markers. After that, the calculations will be made public to the people.
“ We have directed that any unclear content must be immediately contacted with Project Management Board 2, specific milestones must be assigned, and urgent calculations must be made to make it public to the people. Regarding house cracks, we must work with Project Management Board 2, if possible, compensation must be given immediately, ” said Mr. Hung.
The construction project of National Highway 19 to enhance traffic connectivity in the Binh Dinh - Central Highlands region is still unfinished.
The project to enhance traffic connectivity in the Central Highlands region is invested by Project Management Board 2 (QLDA 2 - Ministry of Transport ). The project is 143 km long, passing through Gia Lai and Binh Dinh provinces. The total investment is about 155.8 million USD (more than 3,600 billion VND), construction time from August 2021, expected to be completed in 2023.
