The Dau Giay - Tan Phu Expressway project is invested under the public-private partnership (PPP) method, BOT contract.
According to the Vietnam Road Administration, the Dau Giay - Tan Phu Expressway Construction Investment Project (Phase 1) under the public-private partnership (PPP) model was approved by the Prime Minister in Decision No. 1045 dated September 6, 2022.
On July 30, 2024, the Ministry of Transport (now the Ministry of Construction ) approved the investment project and approved the results of investor selection on April 15, 2025. Based on the results of negotiations and contract completion, the Vietnam Road Administration signed a contract with the investor and project enterprise.
The Dau Giay - Tan Phu Expressway Project is invested under the public-private partnership (PPP) method, BOT contract. The investor is the Truong Hai - Son Hai Transport Infrastructure Development and Construction Joint Venture (Dai Quang Minh Real Estate Investment Joint Stock Company - Son Hai Group Company Limited). The project enterprise is the Dau Giay - Tan Phu Expressway Investment Company Limited.
The project has a total investment of nearly 9,000 billion VND. The total investment capital according to the investor selection results is more than 8,400 billion VND. Of which, the investor's capital is more than 7,100 billion VND (Equity capital is more than 2,100 billion VND. Capital mobilized by investors is nearly 5,000 billion VND). The state capital to pay for compensation, site clearance, support and resettlement is about 1,300 billion VND.
The lowest fare is 1,900 VND/km
Regarding ticket prices, the Vietnam Road Administration said that, in each phase since the toll collection began, depending on the type of vehicle, the lowest ticket price is 1,900 VND/km, the highest ticket price is 20,520 VND/km.

Regarding the basic parameters for monitoring the quality of construction works, infrastructure systems, product quality, and public services provided by PPP project enterprises during the operation phase, the Vietnam Road Administration informed that the route is more than 60km long, the completion phase is a class 100 highway, with a scale of 4 lanes and a design speed of 100km/h. In phase 1, the geometric elements meet the standards of a class 100 highway, with a scale of 4 lanes and an emergency parking strip arranged intermittently.
The completed phase has a scale of 4 lanes, the roadbed width is nearly 25m. The first phase has a scale of 4 lanes, the roadbed width is 17m. At locations where soft soil is treated, the roadbed is excavated, raised, within the scope of interchanges, emergency stops, and bridges on the highway, the cross-section is designed according to the scale of the completed phase, the roadbed width is nearly 25m.
The project implementation period is basically completed in 2026 and put into operation in 2027. The business operation period is 16 years, 11 months and 21 days from the date of starting to collect road usage fees.
The mechanism for sharing the increase and decrease in project revenue is implemented according to the provisions of Article 82 of the Law on Investment under the public-private partnership method and Decree No. 28/2021 of the Government stipulating the financial management mechanism of investment projects under the PPP method.
The Dau Giay - Tan Phu Expressway is over 60km long, starting at Km 0+000, the intersection area with National Highway 1, connecting with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, in Dau Giay town, Thong Nhat district; ending at Km 60+243.83 (end of the intersection area with National Highway 20), connecting with the Tan Phu - Bao Loc Expressway project, in Phu Son commune, Tan Phu district.
The project is invested to meet transportation needs, reduce traffic load and ensure traffic safety on National Highway 20, contributing to the synchronous exploitation of high-capacity, high-speed expressways on the Ho Chi Minh City - Dau Giay - Lien Khuong transport corridor, promoting socio-economic development of Dong Nai province and the Southeast region.
