'Data is the new driving force for socio-economic development'

NDA leaders highly appreciated Hung Yen's early recognition of data as a new driving force for socio-economic development and its leading role in the data revolution, promoting the development of the data economy.

On October 29 in Hung Yen, the Science, Technology, Innovation and Digital Transformation Forum with the theme 'Data Economy , Promoting Innovation and Sustainable Development' officially took place.

The event was organized by the People's Committee of Hung Yen province in coordination with the National Data Association and is the first provincial-level event to kick off a comprehensive digital transformation strategy in a new development phase.

Speaking at the Forum, Major General Nguyen Ngoc Cuong - Director of the National Data Center, Vice President of the National Data Association (NDA) said that Resolution 57-NQ/TW of the Politburo identified science, technology, innovation and digital transformation as the top strategic breakthroughs, aiming to rapidly develop modern production forces and perfect national governance methods.

The Resolution also clearly states the goal that by 2030, the digital economy will account for at least 30% of GDP, 100% of core administrative data will be connected from central to local levels, and by 2045, Vietnam will be in the top 30 leading countries in innovation and digital transformation.

Major General Nguyen Ngoc Cuong said that the National Data Association was newly established in March 2025, gathering many good experts with the deepest understanding of technology, strategic vision and international experience in the fields of data science, artificial intelligence, blockchain, cybersecurity, etc.

"We have clearly realized one thing: data is the 'new oil' of the 21st century, and to exploit this 'oil mine' we always research and develop to create breakthroughs in science and technology, innovation in thinking and working. The association gathers many of the world's best experts, with the deepest understanding of technology, strategic vision and international experience in the fields of data science, artificial intelligence, blockchain, cyber security, etc. Data is the 'heart' of digital transformation, the 'brain' of the era of national growth and prosperity," Major General Nguyen Ngoc Cuong emphasized.

Appreciating the strategic vision of Hung Yen province's leaders in early realizing that data is a new growth driver, the leaders of the National Data Center stated that after reorganizing the two-level government and changing administrative boundaries, the development of the data-statistics-analysis system became a strategic tool to help provincial leaders effectively manage population, resources and economic sectors; create breakthroughs in administration, supervision and decision-making thanks to building data-based policies; improve competitiveness, and maximize the new potential of the province after the merger.

This forum is a strategic launch event, helping Hung Yen affirm its pioneering role in exploiting data to develop a green and sustainable economy.

At the event, Mr. Pham Van Nghiem - Vice Chairman of the People's Committee of Hung Yen province said that the Provincial Party Committee has set the goal of becoming a smart, ecological city, directly under the Central Government by 2045, a modern industrial, commercial, service and logistics center of the Red River Delta region.

"To realize that aspiration, Hung Yen identifies science, technology, innovation and digital transformation as the central driving force for rapid and sustainable development," he said.

In particular, the data economy is identified by this province to play a key role, helping to improve the management and operation efficiency of authorities at all levels; promote business innovation, optimize production and business; develop new economic sectors, create high-quality jobs. Contribute to building Hung Yen into a modern, civilized, and prosperous industrial province.
