Dr. Ha Anh Duc, Director of the Department of Medical Examination and Treatment Management ( Ministry of Health ) affirmed this, in the face of the fact that a number of incidents related to the health system and medical examination and treatment system have continuously occurred, including assaults on medical staff, typically the incidents in Phu Tho and most recently in Nam Dinh.
Assaulting medical staff, especially when they are on a life-saving mission, is completely unacceptable.

Mr. Duc said that this situation happened many years ago, with objective and subjective causes.
Objectively, the medical examination and treatment sector is under a lot of pressure, with about 200 million medical examinations and treatments each year, and on average hundreds of thousands of medical examinations and treatments each day. Meanwhile, the workforce in the sector has not been able to meet the demand. There are very crowded hospitals, and patients want to be examined quickly and thoroughly, but many times the medical facilities cannot keep up.
"The large number of patients, with increasing demand and diversity of medical services, also puts heavy pressure on medical staff. This is also a situation that can make patients and their families not as satisfied as they would like," Mr. Duc shared.
Regarding situations that can easily upset patients, Mr. Ha Anh Duc also shared: "We have many regulations related to professional ethics and conduct in the medical environment, from laws, decrees, circulars to internal regulations.
The goal is to build a patient-centered model. Patients are respected, examined and treated. However, to achieve that, with the current pressures, we also hope to be understood and shared to ensure effective medical examination and treatment activities."
Dr. Ha Anh Duc said that patients are respected when coming to the hospital but also need to share with medical staff about the pressures.

According to Mr. Duc, to ensure a safe working environment for medical staff in hospitals, Mr. Duc said that since 2014, the Ministry of Health has signed a coordination regulation with the Ministry of Public Security.
This includes ensuring security and order at medical facilities. We also recommend that hospital directors strengthen security corridors in emergency and intensive care areas, where tense situations often occur. At the same time, the Ministry of Health will continue to report and advise the Government, or within the Minister's authority, to issue specific policies to protect medical staff.
Dr. Ha Anh Duc said, The upcoming goal is to minimize unnecessary pressure on both medical staff and patients. To do so, a synchronous solution system is needed. First of all, the reception process at medical facilities needs to be more professional to reduce initial stress.
Second, medical staff need to be trained in handling situations. And, along with that, the support of the authorities must be truly timely and effective.
"In the entire reform, the core factor is still the patient. All policies and solutions must be aimed at taking the patient as the center. Regarding financial mechanisms, units need to continue to review and adjust to create transparency and reduce barriers for patients," said Mr. Duc.
