Bring the 220kV Vung Ang Transformer Station project to the finish line before April 30

(Baohatinh.vn) - The Central Power Project Management Board is speeding up the progress of the 220kV Vung Ang Transformer Station project and the connection in Ky Anh Town (Ha Tinh) with a total investment of nearly 400 billion VND.

The investment project to build the 220kV Vung Ang Transformer Station and the connection will be implemented from April 2022 in Ky Anh town, playing a particularly important role. Accordingly, when the project is completed, put into operation and put into commercial exploitation, it will ensure the ability to supply electricity to Vung Ang industrial park and neighboring areas; strengthen the connection of the regional power system, improve the safety, reliability and stability when operating the regional and national power system.

The project is invested by the National Power Transmission Corporation, managed by the Central Power Project Management Board and constructed by the Vietnam Machinery Installation Corporation. The total investment of the project is about 394,517 billion VND.

According to Mr. Bui Xuan Thai - Deputy Head of Technical Department, Central Power Project Management Board (project management and operation unit), the project scale includes 220kV Vung Ang Transformer Station built in Xom Trai Residential Area, Ky Thinh Ward (Ky Anh Town) with an area of ​​3.3 hectares. In addition, the 13.42 km long 220kV connecting line includes 45 locations with a total affected area of ​​35 hectares, passing through Ky Loi Commune (6 locations) and Ky Thinh Ward (11 locations), Ky Trinh Ward (28 locations); the 35 kV power line for self-use electricity passes through the crop land in Ky Thinh Ward.

According to the plan, the project was completed in the third quarter of 2024. However, due to problems in compensation, site clearance (GPMB) and some other reasons, the project is behind schedule. Given the important role of the project, the investor, the National Power Transmission Corporation, has requested the Central Power Project Management Board and the Vietnam Machinery Installation Corporation to complete the project before April 30, 2025.

After a period of construction efforts, up to now, the construction work of the 220kV Vung Ang Transformer Station has been basically completed with the following items: central control house, permanent guard house, pumping station house, waste storage house, internal traffic system, 22kV, 110kV, 220kV distribution equipment and outdoor transformers... Currently, the investor is urging and supporting the construction contractor to focus on completing the internal traffic system, coordinating with specialized units to complete the connection, testing and acceptance of technical infrastructure at the 220kV Vung Ang Transformer Station.

Mr. Tran Nhat Pho - Head of Technical Department (Ha Tinh Power Transmission) said: "We are coordinating with the investor and related units to carry out the acceptance of equipment installation, acceptance of testing of protective relays, equipment control systems... Previously, Ha Tinh Power Transmission has developed a plan and implemented solutions to ensure the installation of equipment systems according to design and ensure technical requirements, testing work to ensure the systems work reliably after being put into operation. At the same time, we also coordinate to organize training for the force preparing to receive operations at the 220kV Vung Ang Transformer Station".

In addition to the Vung Ang 220kV Transformer Station project, the investor is urgently directing the construction unit to speed up the construction progress of the 220kV line (2 circuits) with a length of 13.42 km connecting from the Vung Ang 220kV Transformer Station to the Vung Ang 1 Thermal Power Plant (located in Ky Loi commune, Ky Anh town). For this 220kV connecting line, the contractor is constructing at 37/45 locations, of which the poles have been completed at 20/45 locations, and are in the process of erecting poles at 1/45 locations.

For the parts that have been handed over, the construction unit is trying to speed up the project progress.

At location 02, in Ky Loi ward (Ky Anh town), the contractor has completed the column foundation. To speed up the construction progress, the contractor is focusing on mobilizing machinery and human resources to erect columns higher than 40m, ensuring technical and quality standards according to the design documents. In addition, for other locations, the contractor is urgently implementing the construction work with the highest sense of responsibility.

A representative of Vietnam Machinery Installation Corporation (the construction unit) said: In this "final" phase, the Corporation has increased machinery, human resources, and worked overtime to simultaneously deploy construction at locations where the site has been handed over; and arranged human resources to immediately construct foundations and erect columns at locations that meet the conditions.

Mr. Luong Minh Hau - Officer of the Central Power Project Management Board said: The project plays an important role, ensuring safe operation, improving the reliability of the power grid in Ha Tinh province and Vung Ang industrial park, especially serving the power supply for the Vinfast electric vehicle manufacturing plant of Vingroup Corporation, so the project progress must not be delayed.

Implementing the direction of the People's Committee of Ha Tinh province, recently, Ky Anh town has paid attention to implementing the project's site clearance work according to regulations. Accordingly, the locality has handed over the site of the 220kV Vung Ang Transformer Station and the 35kV line to the investor. However, the project site clearance work for the 220kV connecting line is still stuck at 2 pole positions in Tay Yen village (Ky Thinh commune) and the site clearance in the line corridor.

Faced with the pressure to complete the project before April 30, 2025, the Central Power Project Management Board requested the Provincial People's Committee to continue to pay attention and direct relevant departments, branches and Ky Anh town to implement solutions to remove difficulties in site clearance and soon hand over 100% of the clean site so that the contractor can complete this important power project.
