The Provincial Consumer Protection Association always pays attention to and promotes the dissemination of legal knowledge to help consumers, businesses, production and trading establishments , etc. raise awareness and better understand their rights and obligations, and prevent violations of the law in commercial transactions.

 

Phu Yen Newspaper reporter had an interview with Ms. To Thi Hoa, Chairwoman of the Provincial Consumer Rights Protection Association (Association) about related issues.

 

* What are the outstanding consumer-related activities that the Association has implemented in recent times, Madam?

 

- Every year, the Executive Board focuses on researching and contributing legal documents on consumer rights protection, increasing the organization of training conferences, disseminating legal knowledge and consumer skills.

 

The Association also coordinated with the Department of Industry and Trade to organize a series of activities to celebrate Vietnam Consumer Rights Day (March 15); paying attention to vulnerable consumers such as the elderly, women, students, ethnic minorities in remote, isolated and extremely disadvantaged areas of the province.

 

At the same time, combine propaganda to respond to the campaign "Vietnamese people prioritize using Vietnamese goods" in the new situation; food safety for consumers.

 

In the past 5 years, the Association has issued 100,000 leaflets, 270 fixed billboards to promote consumer rights, posted information, consumer recommendations, and promoted food safety for consumers at class 1, 2, and 3 markets in the province; and hung 320 banners to promote Vietnam Consumer Rights Day.

 

The Association coordinated with the Department of Industry and Trade and the Provincial Fatherland Front Committee to organize 98 training courses, disseminate laws on consumer rights protection, consumer consultation, instructions on energy saving and efficiency; introduce typical, key products, OCOP products of the province... to consumers in localities.

* Madam, what is the theme and content of the propaganda about Vietnam Consumer Rights Day this year being carried out by the central, local and all-level associations? And what are the goals of the activities that the Association is aiming for?

 

- The theme for Vietnam Consumer Rights Day 2024 is "Transparent information - Safe consumption". The propaganda and response activities for this day will also be combined and integrated with the activities of Plan 149/KH-UBND dated August 5, 2019 of the Provincial People's Committee to implement Directive 30-CT/TW dated January 22, 2019 of the Secretariat on strengthening the leadership of the Party and the State's management responsibility for protecting consumers' rights, Plan 206/KH-UBND dated September 22, 2023 of the Provincial People's Committee to organize activities in response to Vietnam Consumer Rights Day 2024 in the province.

 

The purpose is to affirm the role, position and importance of consumer rights protection for the stable and sustainable development of society and the country; contribute to building a healthy consumer environment; enhance responsibility, encourage cooperation and coordination between agencies, social organizations, business organizations and individuals participating in consumer rights protection...

 

This year, the Association coordinated with the Department of Industry and Trade, departments, branches, mass organizations, People's Committees of districts, towns, cities, and the business community to organize a series of activities in response to Vietnam Consumer Rights Day according to the theme given by the Ministry of Industry and Trade .

 

Accordingly, the Association will coordinate with the Department of Industry and Trade to organize a launching ceremony and a parade in response on March 15 in Tuy Hoa City; propagate the meaning of March 15, the rights and obligations of consumers, the responsibilities of organizations and individuals trading in goods and services towards consumers; at the same time, recommend, advise on consumption, and introduce the province's products to the general public.

 

In addition, the Department of Industry and Trade encourages businesses, production and trading establishments to organize promotional activities, discounts, and customer gratitude; hang banners, sign commitments with consumers, etc.

 

Through these activities, the Association believes that consumers will increasingly raise their awareness and understanding of the law, their rights and obligations to protect their legitimate interests, especially against the negative aspects of life and the market.

 

* The new Law on Consumer Protection has been passed. What changes or issues need to be noted in the new law, madam?

 

- The new Law on Consumer Protection was passed by the National Assembly in June 2023. The law will take effect from July 1, 2024. Compared to the Law on Consumer Protection issued in 2010, the Law on Consumer Protection in 2023 has a number of new provisions related to the subjects of application, prohibited acts, dispute resolution methods, etc.

 

Specifically, consumers have 11 rights: The right to be guaranteed safety, the right to be provided with invoices, vouchers, documents related to transactions; the right to choose products, goods, services; the right to give comments to business organizations and individuals; the right to participate in policy and law making; the right to complain and denounce...

 

Along with the 11 rights, consumers also have 6 obligations: Check products and goods before receiving them according to the provisions of law; choose to consume products and goods with clear origin; consume products that do not violate the law, do not go against good customs and social ethics, and do not infringe upon national interests; comply with the conditions and instructions for transporting, preserving and using products, goods and services; promptly and accurately inform relevant state agencies, organizations and individuals when discovering products, goods and services circulating on the market that do not ensure safety...

 

* According to you, what should consumers do now and what recommendations does the Association have to protect the interests of consumers?

 

- The law is in place, but in reality, in the buying and selling of goods at markets, stores, and the provision of services by businesses today, the situation of consumer rights being violated is very sophisticated, complicated, and tends to increase but has not been thoroughly handled.

 

To ensure rights and safety when shopping and using goods and services, consumers should choose goods at supermarkets, shopping malls, markets, and reliable stores; choose goods with clear origin, brand, domestically produced and known by many consumers; carefully read information, instructions, and storage when using.

 

If shopping online, people should only buy from websites that have registered or notified the Ministry of Industry and Trade; must carefully read previous buyers' reviews, information about the seller...

 

In addition, enterprises, production, trading and service establishments must constantly improve their awareness and responsibility in producing products and providing goods and services that ensure quality and food safety to ensure the safety of life, health, property, rights and legitimate interests of consumers in accordance with the law.

 

The Association will continue to mobilize and develop collective members at enterprises and organizations in the province; coordinate with units to deploy and implement the new Law on Consumer Rights Protection and soon bring the law into people's lives and activities.
