
The Provincial State Legal Aid Center - the unit assigned to implement the contents of Sub-project 1, Project 10 of the Program for the period 2021-2025, has coordinated with the Provincial Department of Ethnic Minorities and Religions to issue guiding documents and organize the implementation of legal aid activities for people residing in communes with particularly difficult socio -economic conditions. The goal is to improve the capacity of legal aid providers, improve the quality of cases, increase people's access to and enjoyment of legal services, contribute to protecting legitimate rights and interests and promote social equality.
Mr. Dieu Chinh Tung, Deputy Director of the Provincial State Legal Aid Center, said: In remote communes, people's understanding and compliance with legal regulations helps limit disputes, protect rights and promote socio-economic development at the grassroots level. The Center has organized many training courses to improve skills in providing legal aid, community connection topics, build pilot models and compile communication materials suitable for each target group, helping people easily access and apply them in life.
To date, the Center has organized 1 conference and 36 thematic talks in 36 particularly difficult villages in the province. At the talks, in addition to providing knowledge, the Center has distributed nearly 3,000 free legal brochures to village elders, village chiefs, and prestigious people in the community. These are people who play an important role in guiding, propagating, and helping people access legal policies in a close and practical way.

Recently, the Center coordinated to organize a legal aid knowledge training conference in Ta Khoa and Muong Khieng communes, with the participation of nearly 500 delegates who are grassroots officials and people. Here, the reporters introduced the 2017 Law on Legal Aid, documents guiding its implementation, and free legal aid policies for ethnic minorities; at the same time, disseminated laws according to local requirements, such as: Law on Drug Prevention and Control, Law on Marriage and Family, Law on Road Traffic, etc.
Mr. Tran Manh Tuan, provincial legal reporter, shared: Communication and training sessions help people better understand their right to legal aid, grasp basic legal regulations related to life, especially regulations on marriage, land, civil and criminal matters. Right in the training session in Tat Uot village, Muong Khieng commune, we received a case of a person whose child was detained in Hanoi and guided them to make a request for legal aid so that the Center in Hanoi could consider supporting them. This shows the practical effectiveness of legal aid work when implemented in the right direction.

In addition to training, legal communication work has also been innovated, combining many forms such as propaganda at village cultural houses, schools, integrating legal skits, and law learning games, helping people to remember and understand easily. Thanks to that, legal aid activities have become closer to the people, including those who have limited access to information or are illiterate. Mr. Ly A Tu, Party cell secretary, head of Khoc B village, Ta Khoa commune, shared: The training session is very practical, helping people know their rights to be provided with free legal services, including legal advice, support in resolving procedures related to land, marriage and family. Previously, when facing disputes, many people did not know what to do, but now they know they can go to the Legal Aid Center to get help and ensure their legitimate rights.
In parallel with direct activities, the Center also compiles, prints and distributes free leaflets in easy-to-understand language, close to life. Legal aid officers guide people on how to fill out applications, prepare documents, and carry out administrative procedures, especially in the fields of land, civil affairs, and protecting the rights of poor households, policy households, and ethnic minorities.
Thanks to the synchronous and flexible implementation of various forms of assistance, legal aid activities in Son La have been bringing practical results, helping ethnic minorities understand and comply with the law, protecting their legitimate rights and interests. Thereby, contributing to strengthening the great solidarity bloc, maintaining security and order, promoting economic and social development, and building a peaceful and civilized life in the mountainous areas of Son La.
