Putting into operation Hiep Phuoc LNG Power Plant Project in 2027

On the morning of November 20, Deputy Prime Minister Bui Thanh Son and the Government delegation inspected the progress of the Hiep Phuoc LNG Power Plant Project in Hiep Phuoc Commune, Ho Chi Minh City.

The Hiep Phuoc LNG Power Plant project is developed from the existing Hiep Phuoc Power Plant, belonging to Hiep Phuoc Power Company Limited (HPPC).

Hiep Phuoc Power Plant consists of 3 units with a total capacity of 375 MW, put into commercial operation in 1998, using heavy oil as the main fuel. In 2009, the Plant was renovated and equipped with a dual fuel combustion system, capable of generating electricity using both heavy oil and natural gas.

With the orientation of continuing to develop Hiep Phuoc Power Plant into an energy center for Ho Chi Minh City and the Southern region, the investor has asked for permission from the Ho Chi Minh City People's Committee and the Government to implement the 2,700 MW Hiep Phuoc LNG Gas Power Plant Project, including two phases: Phase 1: 1,200 MW Phase 2: 1,500 MW.

According to the adjusted Power Plan VIII, phase 1 of the Hiep Phuoc LNG Power Plant Project is expected to be put into operation in 2028. However, the Prime Minister requested to speed up the project's progress to put it into operation 1-2 years earlier.

The project includes 3 combined-cycle gas turbine generators, of which the newly installed part is 3 gas turbines, 3 heat recovery steam generators (HRSG), 3 generators, a 220 kV station and line combined with the existing equipment part is 3 steam turbines, 3 generators, a 110 kV station and line to form 3 combined-cycle gas turbine generators, with a total capacity of 1,200 MW.

In addition, the Project also upgrades and renovates the existing 40,000 DWT petroleum port into an LNG import port, builds a new LNG tank system, and a regasification system to serve the gas supply for power plant operations, and builds a new office building and factory operations.

According to Mr. Le Van Tam, Chairman of Hiep Phuoc Electricity Company Limited, the construction part has been completed about 60%, the installation part has reached about 20%.

Mr. Le Van Tam proposed that the Government direct Vietnam Electricity (EVN) to urgently direct relevant units to approve the power purchase agreement (PPA), as a basis for banks to disburse and lend to continue implementing the project to ensure the progress set out in the Plan; speed up the construction of connection lines to release the plant's capacity immediately after it is put into operation in 2027.

The investor hopes that the Ministry of Construction will guide the investor on the procedures to import the LNG MARMARA vessel to transport LNG to Hiep Phuoc LNG warehouse to ensure a source of gas fuel for the Hiep Phuoc LNG Power Plant Project - Phase 1 at a good price.

At the meeting, representatives of the Ministry of Industry and Trade, EVN, and Ho Chi Minh City leaders answered and clarified the investor's recommendations to create conditions for the investor to speed up the project's progress as requested by the Prime Minister.

Concluding the meeting, Deputy Prime Minister Bui Thanh Son highly appreciated the efforts to gradually master, renovate, and convert to green production, increase the capacity of existing power plants, and at the same time deploy a number of new investment items.

The Deputy Prime Minister emphasized that this is one of the key projects of the energy sector and the first project to use privately supplied LNG, but the project's implementation progress is still slow.

The Deputy Prime Minister requested EVN to complete the approval of the power purchase contract in 2025, while speeding up the progress of the connection line project; the investor should speed up the construction progress to complete and put the plant into operation in 2027.
