Resolution on stopping the investment policy of the Quang Ninh Provincial General Hospital Construction Investment Project - Facility 2 in Ha Long city, Quang Ninh province and Resolution on approving the list of land acquisition projects and works; changing land use purposes and Decision on the policy of changing forest use purposes to other purposes in the province (phase 3) in 2025; adjusting the project area, land acquisition area, changing land use purposes and deciding on the policy of changing forest use purposes to other purposes for a number of projects and works approved by the Provincial People's Council.
Regarding the suspension of the investment policy of the Quang Ninh Provincial General Hospital Construction Investment Project - Facility 2 in Ha Long City, Quang Ninh Province, the delegates said: In the context that the whole country is promoting the implementation of the Central Resolution on streamlining the organizational apparatus, improving the effectiveness of state management and effectively using public assets; after a thorough preparation and review process, many objective and practical factors have arisen, the province has frankly reviewed the feasibility and investment efficiency of the project and considered suspending the investment policy of the Quang Ninh Provincial General Hospital Construction Investment Project - Facility 2.
Delegates affirmed: With a medical land fund of about 10,000 m² from surplus public headquarters after reviewing and handling assets after rearranging and organizing the apparatus, administrative units at all levels, such as: The old headquarters of the Provincial Health Protection Board, the Department of Health, and a number of other units, there are sufficient conditions to upgrade and expand the Provincial General Hospital at its existing location in Bach Dang ward, helping to effectively use public assets and avoid waste.
At the same time, the Provincial General Hospital is currently in a state of serious overload, with degraded facilities, requiring immediate renovation to improve the quality of medical examination and treatment. Meanwhile, the Facility 2 project is facing complex difficulties in handling the assets of the Nam Cau Trang Coal Processing Plant, which will take a long time to resolve.
Therefore, focusing on upgrading existing hospitals not only meets the urgent needs of the people but also complies with the Central Government's policy on restructuring the apparatus and managing public assets, and is a quick and effective solution to reduce the burden and improve medical services, meeting practical requirements.

Speaking at the meeting, Ms. Trinh Thi Minh Thanh - Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Quang Ninh province requested that the Provincial People's Committee, all levels, sectors and localities, immediately after this meeting, according to their assigned functions, tasks and powers; with the highest political determination, focus on organizing the serious, timely, drastic, synchronous and effective implementation of the resolutions of the Provincial People's Council.
In particular, urgently organize and implement investment procedures and processes in accordance with current regulations, ensuring proper authority; strengthen grasp and focus on promptly removing difficulties and obstacles in implementing projects and works, speed up disbursement of public investment capital associated with project quality, prevent negativity, waste and corruption; strive to complete the public investment disbursement plan in 2025, contributing to completing the province's economic growth target of over 14% in 2025.
At the same time, continue to focus on reviewing the overall medium-term public investment plan for 2021-2025 to develop a medium-term public investment plan for 2026-2030 that is focused and key, not fragmented and spread out; proactively deploy investment preparation work for newly started projects, important and key projects in 2026 and the 2026-2030 period.
The Chairman of the People's Council of Quang Ninh province requested the Provincial People's Committee to direct the preparation of all necessary conditions to organize the trial operation of the Party, State, Fatherland Front and new commune-level organizations from June 15, 2025. At the same time, immediately direct relevant departments and branches to carefully prepare the content to be submitted to the special meeting at the end of June of the Provincial People's Council to finalize the provincial budget for 2024 before June 30, 2025 and resolve a number of important contents on mechanisms and measures for financial management, budget, investment... to ensure sufficient conditions for commune-level authorities to operate immediately after the district level ends.
The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council emphasized that Quang Ninh province, together with the whole country, is entering the final stage of preparing for the official operation of the two-level local government model from July 1, 2025.
The Standing Committee, committees of the People's Council, groups and delegates of the Provincial People's Council need to strengthen their responsibility in monitoring activities, meeting voters, receiving citizens, resolving complaints and denunciations, first of all, the meeting of voters of the Provincial People's Council delegates from June 15 to June 20 in 54 communes, wards and new special zones before the regular mid-year session.
