
Creating momentum for underdeveloped areas
Lao Cai is a mountainous, border province with over 60% of the population being ethnic minorities. The whole province has 99 communes and wards, of which 61 are in the especially difficult category and 34 are in the difficult category.
In recent years, although the Party and State have paid attention to investing in infrastructure, transportation, electricity, water, telecommunications, etc., there is still a lack of synchronization; the poverty rate is still high, production is small-scale, and there is a lack of regional connectivity in disadvantaged and especially disadvantaged communes.
Therefore, many opinions believe that the draft Political Report of the 14th National Congress needs to supplement and clarify the content of developing special areas, border areas, ethnic minority and mountainous areas, considering this as one of the key tasks for the 2026 - 2030 period.
In the mountainous commune of Pung Luong, Lao Cai province, through synthesizing opinions at Party cell meetings and village meetings, the whole commune had over 450 opinions expressed to participate in the draft documents to be submitted to the 14th National Congress of the Party with a positive, enthusiastic and responsible spirit.
Party Secretary and Chairman of the People's Council of Pung Luong Commune Giang A Vu said that all the comments assessed that this draft document has many new points, reflecting the new thinking, new vision and new approach of the Party. The contents of the documents submitted to the Congress are presented scientifically , reasonably, concisely, easy to understand and have orientation and action, fully demonstrating the fields that the Party focuses on leading and directing.
The Party Secretary of Pung Luong commune emphasized that the policy of developing ethnic minority and mountainous areas stated in the draft Political Report is completely correct, but it is necessary to emphasize more on the requirement of perfecting the institution for developing difficult areas, especially the mechanism for mobilizing resources to invest in essential infrastructure. Pung Luong is a highland commune mainly inhabited by Mong ethnic people, with rugged terrain, often affected by floods, landslides, and a high rate of poor households... In this new period, Pung Luong commune hopes that the State will continue to pay attention, have policies to support people and local authorities to invest in transport infrastructure, and have long-term plans for regional planning to increase connectivity and develop local economy and tourism.
In addition, the draft Political Report also needs to assess more fully and comprehensively the shortcomings, limitations, and lessons learned in the process of implementing the Resolution of the 13th National Party Congress. In particular, in section (2) (pages 4-5), the draft Report has not mentioned the specific results of implementing social development indicators such as: Human Development Index (HDI), agricultural labor rate, labor rate with degrees, poverty rate... Therefore, the Draft needs to consider adding more to have a basis for comparison with the goals set for the period 2026 - 2030. The Draft also needs to clarify the shortcomings, limitations, development goals, and measures to prevent and combat corruption in the current period.
Focus on environmental protection

In Mau A commune, Lao Cai province, the work of propagating and collecting opinions on draft documents to be submitted to the 14th National Congress of the Party has been carried out in a diverse and flexible manner by direct means and on the VNeID application, zalo community group, fanpage, commune's electronic information page and newsletter. Thereby, collecting opinions has become a broad and substantial political activity, attracting the participation of a large number of cadres, party members and people. To date, Mau A commune has received over 4,000 comments, of which more than 1,000 comments have been received via the VNeID application and newsletter.
Secretary of the Mau A Commune Party Committee Ha Duc Anh said that in addition to the agreed contents, cadres, party members and people of Mau A Commune believe that the draft Political Report needs to further emphasize the task of improving the leadership capacity and fighting strength of grassroots party organizations and the quality of party cell activities; focusing on training and fostering grassroots cadres, especially young cadres and ethnic minority cadres; continuing to pay attention to investing in inter-village and inter-commune traffic infrastructure; focusing on ensuring security and order at the grassroots level, especially school violence which is on the rise, preventing and combating drug crimes and social evils.
At the same time, the draft Political Report also needs to clarify the guiding viewpoint and thoroughly grasp that environmental protection must be identified as a key content along with the country's socio-economic development. This is a national strategic issue to ensure public health, for the quality of life and socio-economic development.
In Hung Khanh commune, Lao Cai province, there were 549 direct comments and 217 comments through the VNeID application on the draft. Party Secretary of Hung Khanh commune Dao Ngoc Hung emphasized that after 15 years of implementing the Platform (supplemented and developed in 2011), 35 years of implementing the 1991 Platform, 40 years of implementing the renovation process, under the leadership of the Party, the country's appearance has changed significantly with remarkable developments. However, the draft documents of the Party need to clarify further the achievements in foreign affairs; Vietnam's position and role in the international arena are increasingly affirmed and enhanced. In view of the close relationship between socio-economic development and environmental protection, the Draft needs to further emphasize the importance of environmental protection for the country's sustainable development. Because this is a strategic, long-term issue, ensuring the environment is the premise of sustainable development.
In particular, digital transformation and digital economy are strong driving forces to improve productivity and create new values for the country in the new era. The Party Secretary of Hung Khanh commune said that the draft document needs to clearly emphasize the role of developing the national network and data system, digital platforms to create a foundation for developing the digital economy and digital society; training and improving digital skills in line with new trends, encouraging innovation and applying technology in all fields; strengthening cybersecurity, protecting intellectual property rights and personal data.
These recommendations not only provide strategic orientation for national development in the new period but also demonstrate the will and aspirations of cadres, party members and people of Lao Cai province in the strategy of national development and integration.
