Arousing innovation and promoting people's strength

The process of soliciting comments on the Draft Documents of the 14th National Party Congress is attracting widespread attention from all walks of life, intellectuals and grassroots cadres. Many opinions say that to achieve the goal of rapid and sustainable development, Vietnam needs to make a breakthrough in innovation, improve institutions and promote human strength.

Associate Professor, Dr. Ha Quy Quynh, Department of Organization, Personnel and Inspection (Vietnam Academy of Science and Technology) said that the Draft Documents of the 14th National Party Congress identified science, technology, innovation and digital transformation as development pillars, clearly demonstrating the strategic vision and breakthrough spirit of the Party in the context of the world entering the digital age. The 14th National Party Congress selected four transformation focuses including digital transformation, green transformation, energy transformation and transformation of the structure and quality of human resources. These are highly feasible pillars with strategic significance, helping Vietnam develop rapidly and sustainably in the new period.

Associate Professor Ha Quy Quynh analyzed that digital transformation is an urgent requirement to promote flows in modern society, from knowledge, information, goods to finance and services, to improve productivity, efficiency and national competitiveness. Green transformation is an inevitable trend, towards a development model in harmony with nature, building a balanced and sustainable living environment. Energy transformation plays a central role, helping economic growth go hand in hand with sustainable development, reducing emissions and adapting to climate change. Transforming the structure and quality of human resources is a decisive factor for the above three transformations to become a reality because people are both the center and the subject of all development processes.

From his practical experience at the Vietnam Academy of Science and Technology, Associate Professor Ha Quy Quynh said that in order for science, technology, innovation and digital transformation to truly become the central driving force, it is necessary to imbue some fundamental principles. First of all, basic research must be the foundation for all scientific and technological activities, because it is the basis for solving long-term problems. Investing in people and knowledge is investing in the future. Next, it is necessary to innovate the management and investment mechanism of science, creating a favorable environment for organizations, businesses and individuals to autonomously research, apply and commercialize results. Innovation and digital transformation should be considered the main method to realize development goals.

Investment should be focused and targeted, focusing on strategic technology groups such as artificial intelligence, new energy, biotechnology, advanced materials, semiconductors and automation. Along with that, there should be flexible investment tools, suitable to Vietnam's conditions, to encourage the private sector to participate more strongly in research and innovation.

According to Associate Professor Ha Quy Quynh, Vietnam should form a national innovation ecosystem, in which research institutes, universities and businesses are closely linked, share data and research results, create a knowledge value chain, production and commercialization. This model will promote scientific products with high application value, contributing to increasing labor productivity and economic competitiveness. Therefore, to develop quickly and sustainably, we must take people as the center, knowledge as the foundation and innovation as a strategic breakthrough. Investing in science is the investment with the longest-term vision.

From a grassroots perspective, Mr. Nguyen Xuan Tung, Secretary of Party Cell 41 of Ba Dinh Ward Party Committee, said that the theme of the 14th Party Congress represents a general vision, highlighting the comprehensive leadership role of the Party in the cause of building a rich people, strong country, democracy, equality and civilization. The theme of the Congress is a call to arouse the aspirations and beliefs of all people in the path of national development.

The Political Report presented to the 14th National Party Congress has clearly innovated in structure, integrating three major reports including the Political Report, the Economic and Social Report and the Summary Report on Party Building Work. This approach helps the document to be concise, easy to understand, easy to implement, demonstrating innovative thinking in leadership and direction.

The content of the Political Report shows a high determination in building and perfecting institutions for rapid and sustainable development, removing bottlenecks, unleashing all resources, and maximizing creative motivation. The determination of a new growth model, in which science, technology, innovation and digital transformation are the main driving forces, along with private economic development as an important driving force of the economy, is assessed by him as a breakthrough step in line with practical requirements.

According to Mr. Nguyen Xuan Tung, the Draft Action Program of the Party Central Committee also clearly demonstrates the determination to innovate, with contents on perfecting political, economic, cultural, human institutions, resource management, environmental protection, climate change adaptation, strengthening national defense, security and foreign affairs. This is a sign of a strong shift from policy to action, overcoming the slow institutionalization of policies. In addition, the Draft Political Report needs to clarify the root causes of the limitations and weaknesses in the past time, especially in the organization of the apparatus and economic institutions. The state management apparatus and local authorities still need to continue to be arranged in the direction of "streamlining, compactness, strength, efficiency, effectiveness and efficiency", ensuring smoothness, reducing intermediate levels and increasing operational efficiency.

Regarding personnel work, it is necessary to innovate the process of nomination, election, appointment and dismissal of leadership and management positions at all levels, ensuring transparency, fairness, based on capacity and actual results.
