Implementing the Central Government's direction, in recent times, Kon Tum province has drastically implemented the arrangement and streamlining of the apparatus, aiming to build a streamlined, effective and efficient two-level local government. Before the arrangement, the province had 10 district-level administrative units and 102 commune-level units. After the arrangement, Kon Tum has 40 commune-level units, including 37 communes and 3 wards; there are no more district-level administrative units. Along with that, the province terminated the operation of 10 district-level Party Committees and established 40 commune-level Party Committees according to the new organizational model. This is a historic breakthrough in administrative reform, contributing to streamlining the apparatus, clearly defining authority, promoting decentralization, digital transformation and improving the quality of service to the people; creating the foundation for a modern administration, aiming to serve the people better and better.

Speaking at the meeting, Party Central Committee member, Provincial Party Secretary, Chairman of the Provincial People's Council Duong Van Trang encouraged cadres and party members to seriously implement the direction of the Provincial Party Committee, be ready to take on new tasks in the new locality, with a high sense of responsibility. At the same time, he emphasized that the arrangement of administrative units at the commune and provincial levels is not only a major policy but also a turning point task, creating a foundation for the long-term development of the locality, as well as improving the quality of cadres, civil servants and public employees. Therefore, each cadre and party member needs to constantly improve themselves, learn, acquire new knowledge and skills to ensure work requirements in the current context; promote the role of the head of the Party Committee and commune-level government in operating the new local government. Party Central Committee member, Provincial Party Secretary, Chairman of the Provincial People's Council Duong Van Trang emphasized: "I hope that comrades will work for the common good of the new Quang Ngai province... pay special attention to the old Kon Tum province where you are working , to take care of the communes and wards , how to do it, in the next term , so that the people in your commune, especially ethnic minorities, have a higher average income per capita of the household in the year. I request that comrades not let the poor people live in their homeland. Raise the spirit of responsibility, do not work half-heartedly, leaving the poor people alone... Develop medicinal herbs, so-called endemic medicinal herbs, how do you comrades work in the communes and wards here, assign responsibilities."

The Provincial Party Secretary requested that the district and city Party Committees coordinate with relevant agencies to urgently review and arrange headquarters, facilities, and means of operation of communes and wards, ensuring that they can be put into operation from July 1, 2025. At the same time, he hoped that with a high sense of responsibility, steadfastness, and extensive experience, cadres and party members will continue to promote their strengths, innovate their thinking, dare to think, dare to do, and lead the locality to excellently complete the assigned tasks. Thereby, creating a solid foundation and basis so that after the merger, they can make many important contributions to the development of the new Quang Ngai province.

At the meeting, Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Tuy requested key officials to fully absorb the opinions of the Provincial Party Committee Secretary, promptly prepare necessary conditions, stabilize the organization, and immediately start leadership, direction, and management work after announcing the decisions and resolutions to establish administrative units and Party committees of new communes and wards on June 30, 2025, ensuring the smooth operation of the apparatus to best serve the people. Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Tuy said: “I believe that, with the political determination of the Party Committee, the government and the entire political system, the consensus and support of the whole society, the new Quang Ngai province will develop remarkably, have greater resources to take care of the people's lives, including the people of all ethnic groups in Kon Tum province, to be more prosperous, happy, civilized and progressive. On behalf of the Standing Committee of the Provincial Party Committee, I hope that comrades who continue to work will promote their intelligence and courage, overcome difficulties, quickly approach the new work and working environment, and successfully complete the assigned tasks; I hope that the Provincial Party Committee Secretary and senior leaders will always follow, show affection, and with their experience and intelligence, continue to contribute ideas to Party Committees at all levels in the work of leading and directing local development.”
